• Staff followed up the mailing of the RFPs with phone calls to the various companies <br /> queried. A common theme with the larger firms, such as the 106 Group, appears to <br /> be staying within our proposed budget because of their overhead. Again,without <br /> the Phase 1 survey the city will not be getting the total product they require for the <br /> Downtown Redevelopment Plan. The HPC recommended against hiring the <br /> 106 Group. <br /> ➢ Carole Zellie—Ms. Zellie is proposing to do the context study and, to stay within <br /> the $12,000 budget, she would conduct a limited Phase 1 survey in the Downtown <br /> Redevelopment Study Area. By a limited Phase 1 survey,Ms. Zellie does not mean <br /> that it will provide limited information on a building. The Phase 1 survey proposed <br /> by Ms. Zellie will provide all the information that is required by the State Historic <br /> Preservation Office (SHPO). Rather, the number of buildings surveyed would have <br /> to be limited. The Downtown Study Area includes approximately 210 properties. <br /> The majority of the buildings in the study area do not need to be surveyed because <br /> they are not over 50 years old. The area where the Phase 1 survey is conducted can <br /> be further narrowed down,if necessary to stay within the budget, to just the most <br /> pressing locations (the Jackson Avenue/Main Street area and the area just north of <br /> the railroad tracks). <br /> Ms. Zellie specializes in the kind of work identified in the city's request-for- <br /> proposal. Staff checked her references and she comes highly recommended. In <br /> addition,Ms. Zellie's qualifications lend themselves to possibly aiding the city in the <br /> future on other related tasks, such as developing guidelines for new design and <br /> rehabilitation and identification of what role historic resources should play in <br /> developing land use plans. <br /> Staff is meeting with Ms. Zellie,prior to the HRA meeting on November 26, to <br /> review the city's needs and how she may be able to fulfill them within our budget. <br /> At the HRA meeting Staff will provide a clear picture of what the HRA can expect <br /> for their money. The HPC is recommending that the city hire Carole Zellie to <br /> do the historic context study of the city and a Phase 1 survey in the Downtown <br /> Redevelopment Study Area. <br /> Phase 2 Evaluation—SHPO will require a more in-depth Phase 2 evaluation of the <br /> buildings identified as potentially significant during Phase 1 before they can be razed. The <br /> RFP requested a budget and scope of work to conduct a Phase 2 evaluation on the buildings <br /> identified during the Phase 1 survey. None of the proposals received came back with this <br /> information. Staff will try to get a bid for this work from Ms. Zellie prior to the HRA's <br /> November 26 meeting, but it is likely that this work will be too expensive to do at this time <br /> and stay within the budget. For planning purposes, the Phase 1 survey will let the HRA <br /> know which buildings they don't have to worry about historically and the Phase 2 evaluation <br /> could be put off to a later date, prior to a redevelopment proposal being accepted. <br /> Staff's phone calls prompted two more parties interested in submitting proposals. They are <br /> • Robert C.Vogel&Associates and Scott McGinnis. We may receive proposals from these <br /> two consultants. However, the deadline to submit a proposal was November 15, 2001. <br />
