• Item 1 6.1. <br /> City of <br /> Elk <br /> River <br /> MEMORANDUM <br /> TO: Housing and Redevelopment Authority <br /> FROM: Stephen Rohlf, Building and Zoning Administrator <br /> S�Z <br /> DATE: September 24, 2001 <br /> SUBJECT: Request for Proposal (RFP) for Historic Study of Downtown Area <br /> Attached to this memo is a RFP to conduct the following historical research in the <br /> downtown area: <br /> • ➢ Context Study-The context study will identify the historical themes significant to <br /> the heritage and development of Elk River. This study,which is city wide,acts as a <br /> framework that will be used to help determine the historic significance of particular <br /> buildings and places within the city. <br /> ➢ Phase 1 Historic Survey - The RFP includes conducting a Phase 1 survey of the <br /> entire Downtown Redevelopment Study Area. This is a fairly quick survey that will <br /> place the structures downtown into one of two categories, non-significant or <br /> potentially significant. The basis used to determine the significance of the buildings <br /> include: the historic contexts identified in the context study,the eight criteria for <br /> rezoning property to"Heritage Preservation Overlay Zoning District"found in the <br /> city's Ordinance and the four criteria for determining eligibility for the National <br /> Register. <br /> Buildings that are less than fifty years old or that have not retained their original <br /> integrity are immediately placed on the "non-significant" list. The remaining <br /> buildings will require a more in depth evaluation to determine if they should be <br /> deemed significant to Elk River's history. <br /> ➢ Phase 2 Evaluation-The RFP requests a budget and scope of work to conduct a <br /> Phase 2 evaluation for up to ten buildings. This is the more in depth evaluation <br /> pointed out in the previous paragraph. Details like who built the building,when was <br /> it built and for what purpose was it built are thoroughly researched during a Phase 2 <br /> evaluation. <br />
