ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY <br /> • <br /> MEMORANDUM <br /> TO: Housing & Redevelopment Authority <br /> FROM: Catherine Mehelich, Director of Economic Developmen <br /> (% <br /> DATE: March 26, 2001 <br /> SUBJECT: Agenda Memo for the March 26, 2001, HRA Meeting <br /> 5. Downtown Sidewalk Project Update <br /> The City Council at its March 19`h meeting approved all three resolutions authorizing <br /> the downtown sidewalk project and assessment. Attached is the project information <br /> from Engineer,Terry Maurer that was presented to the Council,including meeting <br /> minutes from the Informational Hearing. <br /> The project has been authorized for early construction to begin late April and <br /> completed prior to Art Soup in June. Bids will be reviewed by the City Council at <br /> their April 16th meeting. If the bids are positive,the HRA may consider aesthetic <br /> • additions to the project. <br /> Phil Hals,Public Works has noted that several trees in need of replacement due to <br /> overgrowth or disease. The River's Edge Downtown group and the Operation ER <br /> Downtown Beautification committee would like to see flowerpots added in the <br /> downtown. The Master Gardeners Club has indicated strong interest in participating <br /> in such a project. Staff has suggested that flowerpots could be considered to replace <br /> the removed trees. If any trees are going to be removed,replaced with another tree, <br /> or substituted with flower pots, the activity should occur at the same time as the <br /> sidewalk project rather than risking damage or replacement of the sidewalk at a later <br /> time. <br /> In addition, Phil has noted that since the 1988 project, a number of the trash <br /> receptacles are in need of replacement due to damage or theft. Staff is drafting a <br /> coordinated pattern layout for the location of trees, lights and flowerpots that the <br /> HRA may consider at the regular April meeting. Both Phil and Terry will be present <br /> at the April HRA meeting for further discussion on this issue. <br /> 6. Downtown Redevelopment Plan Update <br /> An inventory of properties in the redevelopment plan area is nearly complete. The <br /> inventory includes: <br /> ■ Property ownership/tenant information <br /> • ■ Existing Land Uses <br /> • General Building Conditions (Structural/Maintenance/Historical) <br /> P.O.
