ITEM 7.0 <br /> ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY <br /> MEMORANDUM <br /> TO: Housing Redevelopment Authority <br /> FR M: Marc Nevinski, Assistant Director of <br /> Economic Development <br /> DATE: February 27, 2001 <br /> SUBJECT: Central Minnesota Housing Partnership <br /> Housing Study <br /> Issue <br /> The Central Minnesota Housing Partnership (CMHP) has proposed to complete a <br /> study of Elk River's housing inventory at a cost of$500. The HRA is asked to <br /> consider the proposal. <br /> Background <br /> In the past, housing has not been a major concern of the City Council, HRA or EDA. <br /> Subsequently, very little data exists on Elk River's current housing stock. The most <br /> recent housing study was completed in 1994 by the CMHP and focused on Elk River's <br /> • <br /> inventory of affordable housing. As the city continues to develop and grow, the need <br /> for and usefulness of current housing data will certainly increase. <br /> The CMHP proposed study will gather demographic and statistical information, as <br /> well as community input, and provide a summary of general recommendations, <br /> housing policies and resources. While the study will examine the city's entire housing <br /> supply and project future needs, CMHP's proposal requires that the study also discuss <br /> the city's affordable housing needs, if any.A further requirement of the proposal is <br /> that at least one public meeting be held to discuss and solicit feedback on housing in <br /> Elk River. <br /> Should the HRA choose to pursue the study,the cost would be $500. The project <br /> would likely start in early summer and end with a final report in November. 'One <br /> alternative presently available is for Maxfield Research to complete a detailed city wide <br /> housing study concurrently with the downtown market analysis for an additional <br /> $8500.
