ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY <br /> MEMORANDUM <br /> TO: Housing and Redevelopment Authority <br /> FROM: Catherine Mehelich, Director of Economic Development <br /> DATE: November 27, 2000 <br /> SUBJECT: Downtown Redevelopment Plan <br /> Following the joint HRA and City Council central business district worksession,the HRA <br /> authorized staff to complete a downtown redevelopment plan. The purpose of the plan is to <br /> provide direction for redevelopment and new development activities,both public and <br /> private. <br /> Attachments <br /> • • Outline of Elk River Downtown Redevelopment Plan <br /> • Map of Redevelopment Plan Project Area <br /> Project Area <br /> The redevelopment plan project area includes the area north to 5`h Street (including <br /> Sherburne County Public Works), south to the Mississippi River and between Morton <br /> Avenue and Gates Avenue. This area has been labeled"Central Business District"on the <br /> attached map. The CBD will be the focus of the study, however the adjacent Jackson St. <br /> and Main St.corridors will be referenced in the plan since they are the primary connections <br /> of the downtown to the Hwy 169 retail/service area. <br /> Redevelopment Plan Process <br /> The process for the redevelopment plan will be in three phases. Phase I includes gathering <br /> information about the existing downtown environment. Phase II will include creating a <br /> common vision for the downtown in light of an understanding of the existing and projected <br /> influences and opportunities. Lastly,an implementation plan will be developed which will <br /> include priority redevelopment sites and strategies for completion. <br /> Phase I-Information Gathering <br /> An inventory of existing land uses and building conditions will be completed by the Planning <br /> and Building Department staff. <br /> • <br /> P.O.
