Commissioner <br /> Kuester arrived at 4:15 p.m. <br /> Members Absent: None <br /> Staff Present: Economic Development Director Amanda Othoudt and Recording <br /> Secretary/Sr.Administrative Assistant Debbie Huebner <br /> I. Call Meeting to Order <br /> Pursuant to due call and notice thereof, the workshop meeting of the Elk River Housing and <br /> Redevelopment Authority was called to order at 4:00 p.m. by Chair Wilson. <br /> 2. Consider 12/7/15 Agenda <br /> Moved by Commissioner Toth and seconded by Commissioner Chuba to approve <br /> the December 7, 2015, Special Workshop meeting agenda. Motion carried 4-0. <br /> 3. Discuss Blighted Properties Residential Forgivable Loan Program <br /> Ms. Othoudt reviewed the attachments distributed to the HRA members in their packets <br /> including the following: <br /> • Revised DRAFT HRA Blighted Properties &Forgivable Residential Loan program <br /> • Disposition Policy and Procedure for Sale of Vacant Lots for Market Value—St. Paul <br /> Housing and Redevelopment Authority. <br /> • City of Minneapolis Real Estate Disposition Policy <br /> • League of MN Cities Purchase and Sale of Real Property <br /> • State of Minnesota Demolition Loan program <br /> (Commissioner Kuester arrived at this time—4:15 p.m.) <br /> Commissioner Toth asked what would happen if contamination were found on a property <br /> the HRA had purchased. Ms. Othoudt stated that sort of issue could be addressed in the <br /> policy. <br /> Discussion followed regarding possible environmental issues blighted properties. Ms. <br /> Othoudt stated that the city would have to pay for any expenses and could seek grants that <br /> are available to help cover the costs. <br />
