Call Meeting To Order <br /> Pursuant to due call and notice thereof, the special meeting of the HRA was <br /> called to order at 5:00 p.m. by Chair Kropuenske. <br /> 2. Consider Agenda <br /> COMMISSIONER TOTH MOVED TO APPROVE THE HRA AGENDA. COMMISSIONER <br /> HINKLE SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> 3. Central Business District Study Process <br /> Director of Economic Development Paul Steinman explained that the HRA <br /> meeting is being held for the purpose of discussing issues related to the Central <br /> Business District Plan which is currently being developed under the direction of the <br /> HRA with the assistance of Theresa Washburn of Washburn and Associates. <br /> Theresa Washburn addressed the group to explain what steps have taken place <br /> to bring the process to the point of presenting an action plan to the HRA, EDA <br /> and Council. <br /> Discussion was held among the members of those present regarding the primary <br /> components that will drive the design of the downtown. Members of the Council <br /> noted the importance of downtown business owners being involved with the <br /> process mainly because they will be the impetus to drive the process to <br /> • production. Discussion was also held regarding city residents being informed of <br /> the process, especially if the taxpayers will be supporting the project in some <br />
