MEETING OF THE ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY HELD AT THE ELK RIVER CITY HALL • MONDAY, OCTOBER 26, 1998 Members Present: Chair Kropuenske, Commissioners Hinkle,Toth, and Wilson (5:12) Members Absent: Commissioner Farber Staff Present: Paul Steinman, Executive Director; Sandra Peine, City Clerk 1. Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River Housing and Redevelopment Authority was called to order at 5 p.m. by Chair Kropuenske. 2. Consider Agenda The following item was added to the agenda: 6.a. Post Office Discussion COMMISSIONER TOTH MOVED TO APPROVE THE 10/26/98 HRA AGENDA AS AMENDED. COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 3-0. • 3. Consider Consent Agenda COMMISSIONER HINKLE MOVED TO APPROVE THE CONSENT AGENDA AS FOLLOWS: 3.1. CHECK REGISTER-APPROVED 3.2. 9/28/98 MINUTES-APPROVED COMMISSIONER TOTH SECONDED THE MOTION. THE MOTION CARRIED 3-0. 4. Discuss Central Business District Visioning Retreat Held on 10/23/98 Executive Director Paul Steinman updated the HRA on the Visioning Retreat for the City of Elk River Central Business District Redevelopment Plan that was held on Friday, October 23, 1998. He indicated that part of the purpose of the plan was to develop the boundaries of the core central business district. Paul Steinman reviewed the boundaries that were developed during the retreat. Discussion was held by the HRA as to whether Freeport Avenue should be a link to the central business district area so as to include the Elk River Mall. Paul Steinman indicated that it was the consensus of the group on October 23 that this area not be included at this time. Paul Steinman indicated that the group also identified types of businesses that should occur in the core area and the types of promotions and marketing that should occur in the core area. Another issue discussed was the types of design elements, spaces, and buildings that should exist in the area. . Mayor Duitsman talked about the necessity for the HRA to plan for the commuter rail station that has been proposed for the City of Elk River. He indicated that the location of the station could affect the decisions made by those involved in the visioning process for the central business district.
