MEETING OF THE ELK RIVER <br /> HOUSING AND REDEVELOPMENT AUTHORITY <br /> HELD AT THE ELK RIVER CITY HALL <br /> • MONDAY, OCTOBER 26, 1998 <br /> Members Present: Chair Kropuenske, Commissioners Hinkle,Toth, and Wilson (5:12) <br /> Members Absent: Commissioner Farber <br /> Staff Present: Paul Steinman, Executive Director; Sandra Peine, City Clerk <br /> 1. Call Meeting To Order <br /> Pursuant to due call and notice thereof, the meeting of the Elk River Housing and <br /> Redevelopment Authority was called to order at 5 p.m. by Chair Kropuenske. <br /> 2. Consider Agenda <br /> The following item was added to the agenda: <br /> 6.a. Post Office Discussion <br /> COMMISSIONER TOTH MOVED TO APPROVE THE 10/26/98 HRA AGENDA AS <br /> AMENDED. COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION <br /> CARRIED 3-0. <br /> • 3. Consider Consent Agenda <br /> COMMISSIONER HINKLE MOVED TO APPROVE THE CONSENT AGENDA AS FOLLOWS: <br /> 3.1. CHECK REGISTER-APPROVED <br /> 3.2. 9/28/98 MINUTES-APPROVED <br /> COMMISSIONER TOTH SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> 4. Discuss Central Business District Visioning Retreat Held on 10/23/98 <br /> Executive Director Paul Steinman updated the HRA on the Visioning Retreat for <br /> the City of Elk River Central Business District Redevelopment Plan that was held on <br /> Friday, October 23, 1998. He indicated that part of the purpose of the plan was <br /> to develop the boundaries of the core central business district. Paul Steinman <br /> reviewed the boundaries that were developed during the retreat. Discussion was <br /> held by the HRA as to whether Freeport Avenue should be a link to the central <br /> business district area so as to include the Elk River Mall. Paul Steinman indicated <br /> that it was the consensus of the group on October 23 that this area not be <br /> included at this time. Paul Steinman indicated that the group also identified <br /> types of businesses that should occur in the core area and the types of <br /> promotions and marketing that should occur in the core area. Another issue <br /> discussed was the types of design elements, spaces, and buildings that should <br /> exist in the area. <br /> . Mayor Duitsman talked about the necessity for the HRA to plan for the commuter <br /> rail station that has been proposed for the City of Elk River. He indicated that the <br /> location of the station could affect the decisions made by those involved in the <br /> visioning process for the central business district. <br />
