MEETING OF THE ELK RIVER <br /> HOUSING AND REDEVELOPMENT AUTHORITY <br /> HELD AT THE ELK RIVER CITY HALL <br /> • MONDAY,AUGUST 24, 1998 <br /> Members Present: Chair Kropuenske, Commissioners Wilson,Toth, Hinkle and Farber <br /> (5:32 p.m.) <br /> Members Absent: None <br /> Staff Present: Paul Steinman, Executive Director; Pat Klaers, City Administrator; <br /> Sandra Peine, City Clerk <br /> 1. Call Meeting To Order <br /> Pursuant to due call and notice thereof, the meeting of the Elk River Housing and <br /> Redevelopment Authority was called to order at 5 p.m. by Chair Kropuenske. <br /> 2. Consider Agenda <br /> Item #4 was moved to Item #6.1. <br /> COMMISSIONER HINKLE MOVED TO APPROVE THE 8/24/98 HRA AGENDA AS <br /> AMENDED. COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION <br /> CARRIED 4-0. <br /> • 3. Consider Consent Agenda <br /> COMMISSIONER HINKLE MOVED TO APPROVE THE CONSENT AGENDA AS FOLLOWS: <br /> 3.1. CHECK REGISTER-APPROVED <br /> 3.2. 8/3/98 SPECIAL WORKSESSION MINUTES-APPROVED <br /> COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> 5. Consider Resolution Approving HRA Levy <br /> Director of Economic Development Paul Steinman requested the HRA to consider <br /> levying a tax in the amount of .0131 percent of the total taxable market value of <br /> the city to be used for economic development and redevelopment purposes by <br /> the Housing and Redevelopment Authority. He indicated that staff will be <br /> prepared to propose a budget for discussion by the HRA at the September and <br /> October meetings. <br /> COMMISSIONER WILSON MOVED TO ADOPT RESOLUTION 98-1 LEVYING A TAX IN <br /> THE AMOUNT OF .0131 PERCENT OF THE TOTAL TAXABLE MARKET VALUE OF THE CITY <br /> TO BE USED FOR ECONOMIC DEVELOPMENT AND REDEVELOPMENT PURPOSES BY THE <br /> HOUSING AND REDEVELOPMENT AUTHORITY. COMMISSIONER TOTH SECONDED THE <br /> MOTION. THE MOTION CARRIED 4-0. <br /> 6. Discuss Date and Publicity Program for Initial Visioning Workshop <br /> • Paul Steinman informed the HRA that the first meeting of the downtown visioning <br /> process will be held on Thursday, September 24, 1998, from 7 to 9 p.m. at Salk <br /> Junior High in the Commons Area. Paul Steinman requested the HRA to consider <br /> authorizing the purchase of ads in the Star News to announce the meeting. <br />
