Housing and Redevelopment Authority Minutes Page 2 <br /> August 24, 1998 <br /> • COMMISSIONER HINKLE MOVED TOPURCHASE UP TO THREE ADVERTISEMENTS IN THE <br /> STAR NEWS REGARDING THE INITIAL MEETING OF THE DOWNTOWN VISIONING <br /> PROCESS. COMMISSIONER TOTH SECONDED THE MOTION. THE MOTION CARRIED 4- <br /> 0. <br /> Chair Kropuenske indicated that Mayor Duitsman recommended that the city <br /> videotape the visioning process meetings and put them on Cable TV and to also <br /> make the videos available at the Library or City Hall for people to check out. <br /> COMMISSIONER TOTH MOVED TO ENTER INTO A CONTRACT AGREEMENT WITH <br /> WASHBURN AND ASSOCIATES AND THE ELK RIVER HRA FOR THE PURPOSE OF <br /> IMPLEMENTING A COMMUNITY BASED PREDESIGN PROCESS IN THE CITY OF ELK <br /> RIVER. COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 4- <br /> 0. <br /> 4. Update from Midwest Building Components Regarding King and Main Site <br /> Executive Director Paul Steinman indicated that the development project at King <br /> and Main seems to be moving forward. He stated that staff would be drafting a <br /> developers agreement which would include issues such as the transaction of the <br /> property to Midwest Building Components and the price of the property. <br /> Terry Veech, president of Midwest Building Components, distributed drawings and <br /> floor plans of the proposed building. Discussion was held regarding the height of <br /> • the building, the net lease rate, and the parking. <br /> Councilmember Farber arrived at this time (5:32 p.m.) <br /> COMMISSIONER FARBER MOVED TO APPROVE AUTHORIZATION TO PROCEED WITH <br /> THE DRAFTING AND FURTHER NEGOTIATION OF THE DEVELOPMENT AGREEMENT WITH <br /> THE DEVELOPER AND TO UTILIZE SPRINGSTED, THE CITY'S FINANCIAL CONSULTANT, TO <br /> REVIEW THE DEVELOPER'S PROFORMA AND PROVIDE INPUT ON A POTENTIAL LAND <br /> PRICE. COMMISSIONER TOTH SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> 7. Adjournment <br /> There being no further business, COMMISSIONER WILSON MOVED TO ADJOURN THE <br /> MEETING. COMMISSIONER FARBER SECONDED THE MOTION.
