Call Meeting To Order <br /> Pursuant to due call and notice thereof, the meeting of the Elk River Housing and <br /> Redevelopment Authority was called to order at 5 p.m. by Chair Kropuenske. <br /> 2. Consider Agenda <br /> COMMISSIONER HINKLE MOVED TO APPROVE THE MARCH 23, 1998, HRA AGENDA. <br /> COMMISSIONER TOTH SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> 3. Consider Consent Agenda <br /> • COMMISSIONER FARBER MOVED TO APPROVE THE CONSENT AGENDA AS FOLLOWS: <br /> 3.1. 2/23/98 HRA MINUTES-APPROVED <br /> 3.2. CHECK REGISTER-APPROVED <br /> COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> 4. Open Mike <br /> No one appeared for this item. <br /> 6. Process of Downtown Master Plan <br /> Executive Director Paul Steinman informed the HRA that an Executive Committee <br /> has been formed for the Downtown Master Plan and will meet on March 24. The <br /> HRA/Planning Commission heard a presentation by the City of Monticello and <br /> Monticello Community Partners regarding the Monticello Downtown Master Plan. <br /> Paul Steinman indicated that the HRA should decide whether it wants to proceed <br /> with some type of Downtown Master Plan. He indicated the HRA should also <br /> discuss issues as to timing of the project,what it envisions for a Downtown Master <br /> Plan, and how to divide the responsibilities of the project. After discussion by the <br /> HRA, it was the consensus of the group that the HRA should move forward with <br /> some type of Downtown Master Plan for the City of Elk River. The HRA also <br /> concluded that defining the downtown area should be the first step of the <br /> process and that the timing is right for this type of project. Chair Kropuenske <br /> stated that he felt the HRA needed a facilitator to help outline a vision for the <br /> • downtown area. He further indicated that the HRA should be responsible for the <br /> leadership role to make the Master Plan for the downtown area a reality. Chair <br />
