Conditional Use Permit Chris Leeseberg, Senior Planner <br /> Reviewed by <br /> Cal Portner, City Administrator <br /> Action Requested <br /> Approve,by motion, the Conditional Use Permit request by Plant Place Inc. with the following <br /> conditions: <br /> 1. As a Conditional Use Permit is not a Building Permit, the applicant shall apply for all required <br /> permits. <br /> 2. The proposed storage area shall be reduced in size so as not exceed one-half acre in total storage <br /> area. <br /> 3. Any proposed expansion of the impervious surface area shall be submitted to the city to review <br /> for compliance with city stormwater requirements. <br /> 4. Monday through Friday business operations shall not occur outside of the hours of 8 a.m. to 5 <br /> p.m. <br /> 5. From April through June,business operations may occur 9 a.m. to noon on Saturdays. <br /> 6. Retail sales are not permitted. <br /> 7. Wholesale to the general public is not permitted. <br /> 8. Noise levels shall not exceed the MPCA noise pollution guidelines for residential uses at the <br /> property line. <br /> 9. Freestanding signage shall be limited to six feet in area and six feet in height. <br /> 10. The Conditional Use Permit shall not be recorded until all applicable conditions are substantially <br /> completed. <br /> 11. If the authorized use ceases for more than six months, the Conditional Use Permit shall expire. <br /> Background/Discussion <br /> Case No. CU 15-12 <br /> Plant Place Inc. is requesting approval of a Conditional Use Permit (CUP) to operate an off-site nursery <br /> retail operation and an on-site wholesale nursery business as a conditional home occupation. Operations <br /> associated with the retail portion of the business include storing greenhouse frames, equipment, and plant <br /> material for use at seasonal garden center locations throughout Minnesota. All retail sales are conducted <br /> off-site. The wholesale business will be appointment only and will not be open to the general public. Any <br /> changes to the scope of operations, as identified in the applicant's narrative,will require an amendment to <br /> the CUP. <br /> The property is a 24.5 acre parcel in the R-1a zoning district and is bordered by Highway 169/Brook Rd <br /> to the west,wooded residential lots to the north, a farm field to the east, and residential lot to the south. <br /> POWERED 6T <br /> A IR <br />
