SPECIAL MEETING OF THE ELK RIVER HOUSING AND <br /> REDEVELOPMENT AUTHORITY <br /> HELD AT THE ELK RIVER CITY HALL <br /> MONDAY, JUNE 17, 1996 <br /> Members Present: Chair Schuldt, Commissioners Kropuenske, Hinkle, and Wilson <br /> Members Absent: Commissioner Farber <br /> Staff Present: Lori Johnson, Assistant City Administrator;Sandra Thackeray, City <br /> Clerk; Peter Beck, City Attorney;Steve Ach, City Planner;Steve <br /> Rohlf, Building and Zoning Administrator <br /> 1. Call Meeting To Order <br /> Pursuant to due call and notice thereof, the special meeting of the Elk River <br /> Housing and Redevelopment Authority was called to order at 5 p.m. by Chair <br /> Schuldt. <br /> 2. Consider 6/17/96 HRA Agenda <br /> COMMISSIONER KROPUENSKE MOVED TO APPROVE THE 6/17/96 HRA AGENDA. <br /> COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION CARRIED 4-0, <br /> • 3. Consider 5/23/96 HRA Minutes <br /> Chair Schuldt requested that the minutes be amended to indicate that it is not <br /> the intent of the HRA to be the overseeing agency of the project by including the <br /> foliowing language. <br /> It was the consensus of the HRA to continue to support the project concept and <br /> that it would be a goal to see the project become a reality at some time in the <br /> near future. <br /> COMMISSIONER HINKLE MOVED TO APPROVE THE 5/23/96 HRA MINUTES AS <br /> AMENDED. COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION <br /> CARRIED 4-0. <br /> 4. Update on Kinci and Main Redevelopment Site and Proiect <br /> Assistant City Administrator Lori Johnson informed the HRA that the purchase <br /> agreement for the properties located at King and Main Street have been signed <br /> by all property owners. She stated that there are some concerns with the Phase ! <br /> environmental audit. Steve Rohlf reviewed the breakdown of costs associated <br /> with the environmental audit. Steve indicated that discussions have been held <br /> with the Realtor regarding whose responsibility it is to pay to have the <br /> environmental concerns corrected. Steve stated that the test results for the <br /> asbestos abatement have not been completed and, therefore, exact costs for <br /> asbestos abatement is unknown at this time.
