Housing and Redevelopent Authority Meeting Page 2 <br /> June 17, 1996 <br /> escrow a certain amount of money to cover personal items that need to be <br /> • removed such as X-ray machines, film processing equipment, etc. <br /> Lori Johnson indicated that according to state law, the city may also be <br /> responsible for relocating a renter whose is currently living at one of the properties <br /> proposed to be purchased. She indicated that the city could be responsible for <br /> up to $5,250. <br /> After discussion regarding these items, it was the consensus of the HRA that a <br /> decision could not be made at this time. It was the consensus that the relocation <br /> costs be negotiated with the seller. It was further the consensus that the HRA <br /> should meet to make a decision on this matter after it has the final cost <br /> breakdown. <br /> COMMISSIONER HINKLE MOVED TO CALL A SPECIAL MEETING OF THE HRA ON <br /> THURSDAY, JUNE 20, AT 5 P.M.TO REVIEW THE FINAL COST FIGURES RELATING TO THE <br /> PHASE I ENVIRONMENTAL ASSESSMENT FOR THE PROPERTIES LOCATED AT KING AND <br /> MAIN STREET. COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION <br /> CARRIED 4-0. <br /> 5. Consider Expenditures for Landscaping within the Downtown Parkin° Lot <br /> City Planner Steve Ach indicated that in 1995 the HRA budgeted funds to <br /> upgrade the city parking lot adjacent to the Elk River Municipal Utilities building <br /> along Highway 10. He indicated that the parking lot improvements have been <br /> completed with the exception of landscaping. He further stated that funds were <br /> • not set aside to complete the landscaping improvements. Steve Ach reviewed <br /> the landscaping plan that was prepared by Hoisington Koegler Group at a cost <br /> of$10,016. The Commission had some concerns with portions of the landscaping <br /> plan. It was the consensus of the Commission that Street/Park Superintendent Phil <br /> Hals work with Hoisington Koegler on the plan that was presented. <br /> COMMISSIONER KROPUENSKE MOVED TO APPROVE THE LANDSCAPE PLAN WITH THE <br /> STIPULATION THAT THE CITY STAFF ALTER THE PLAN AS DETERMINED NECESSARY. <br /> COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> COMMISSIONER WILSON MOVED TO REALLOCATE$10,016 FROM THE RAILROAD <br /> DRIVE PARKING LOT IMPROVEMENT FUND TO COMPLETE THE LANDSCAPING IN THE <br /> DOWNTOWN PARKING LOT. COMMISSIONER KROPUENSKE SECONDED THE MOTION. <br /> THE MOTION CARRIED 4-0. <br /> 6. Downtown Sidewalk Discussion <br /> Chair Schuldt indicated that he continues to receive complaints regarding the <br /> condition of the downtown sidewalks. Chair Schuldt suggested that the HRA <br /> consider setting aside money on a yearly basis to be used to renovate the <br /> sidewalks in the future. No action was taken on this item. <br /> 7. Other Business <br /> There was no other business. <br /> • <br />
