4110 MEETING OF THE ELK RIVER <br /> HOUSING AND REDEVELOPMENT AUTHORITY <br /> HELD AT THE ELK RIVER CITY HALL <br /> THURSDAY, MAY 23, 1996 <br /> Members Present: Chair Schuldt, Commissioners Kropuenske, Hinkle and Wilson <br /> Members Absent: Commissioner Farber <br /> Staff Present: Pat Klaers, Executive Director; and Sandra Thackeray, City Clerk <br /> 1. Call Meeting To Order <br /> Pursuant to due call and notice thereof, the meeting of the Elk River Housing and <br /> Redevelopment Authority was called to order at 6:00 p.m. by Chair Schuldt. <br /> 2. Consider Agenda <br /> COMMISSIONER KROPUENSKE MOVED TO APPROVE THE 5/23/96 HRA AGENDA. <br /> COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> 3. Consider May 6, 1996, HRA Minutes <br /> • COMMISSIONER KROPUENSKE MOVED TO APPROVE THE MAY 6, 1996, HRA MINUTES. <br /> COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> 4. Update on the Mississippi Riverfront Pathway Proiect- Hoisington Koegler Group <br /> The following groups were invited to attend this meeting: Park and Recreation, <br /> Economic Development Authority, City Council, Planning Commission, Municipal <br /> Utilities Commission and the Riverwalk Pathway Committee. All of the above- <br /> listed groups were represented at this meeting. <br /> Michael Schroeder and Paul Paige from Hoisington Koegler Group, Inc. <br /> presented the plans for the Riverwalk Pathway. It was noted that because the <br /> city did not receive the ISTEA grant the project would have to be downsized, or <br /> completed in phases. <br /> The two representatives from Hoisington Koegler described a proposal of the <br /> Riverwalk which would be completed in three different phases. The proposed <br /> phases include A) Lero Pavilion and overlook; B) Nuts and Bolts Fountain and <br /> overlook; and C) The area extending east to the bridge. Discussion was held <br /> regarding the utility overhead lines. It was indicated that the revised plan <br /> located the pathway away from the overhead lines eliminating the need to <br /> remove them. Other issues discussed were accessibility issues, a mural on the east <br /> wall, vandalism and physical security concerns and the use of the alley for <br /> emergency vehicles. <br /> Discussion was held as to what the next step is to making the project a reality. It <br /> was decided that funding is a major issue. It was also discussed that it would be <br /> beneficial to appoint one agency to continue working on the project.
