MEETING OF THE HOUSING AND REDEVELOPMENT AUTHORITY <br /> HELD AT THE ELK RIVER CITY HALL <br /> MONDAY, SEPTEMBER 25, 1989 <br /> MEMBERS PRESENT: Estelle Gunkel, Chair; Commissioners Dick Hinkle, and <br /> Duane Kropuenske <br /> MEMBERS ABSENT: Commissioners Hank Duitsman, and Larry Toth <br /> STAFF PRESENT: Lori Johnson, Finance Director <br /> 1. Pursuant to due call and notice thereof, the meeting of the HRA was <br /> called to order by Chairwoman Gunkel at 6:00 p.m. . <br /> 2. Consider 9/25/89 HRA Agenda <br /> COMMISSIONER HINKLE MOVED TO APPROVE THE 9/25/89 HRA AGENDA. <br /> COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> 3. Consider 4/25/89 HRA MINUTES <br /> COMMISSIONER KROPUENSKE MOVED TO APPROVE THE 4/25/89 HRA MINUTES. <br /> COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> 4. Update on 1989 Financial Status <br /> Finance Director, Lori Johnson, reviewed the current financial status <br /> of the HRA. She indicated that the HRA will have approximately <br /> $21,000 remaining at the end of 1989 if no expenditures are <br /> incurred. She stated that about $5,000 in downtown redevelopment <br /> costs have been incurred for the Jenne project. Ms. Johnson noted <br /> that if the HRA chose to reimburse the City for this expenditure the <br /> HRA would have a cash balance of approximately $16,000 at the end of <br /> 1989. <br /> COMMISSIONER HINKLE MOVED TO REIMBURSE THE CITY $5,000 FOR EXPENSES <br /> INCURRED FOR DOWNTOWN REDEVELOPMENT RELATING TO THE JENNE PROJECT. <br /> COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> 5. Consider 1990 Budget <br /> The Commission discussed the proposed 1990 budget and possible uses <br /> of the remaining 1989 funds. Chairwoman Gunkel stated that she would <br /> prefer to see a majority of the money go toward riverfront <br /> development. Commissioners Kropuenske and Hinkle agreed with Chair <br /> Gunkel. The Commission discussed the reasoning for allocating more <br /> of the money toward riverfront development as opposed to the downtown <br /> development. It was stated that the City has already spent a large <br /> amount of money for the riverfront development and the downtown <br /> 4111 redevelopment group will probably have more means of receiving funds <br /> for development than the riverfront development.
