MEETING OF THE HOUSING AND REDEVELOPMENT AUTHORITY HELD AT THE ELK RIVER CITY HALL CONFERENCE ROOM TUESDAY, APRIL 25, 1989 MEMBERS PRESENT: Estelle Gunkel, Chair; Dick Hinkle, and Larry Toth MEMBERS ABSENT: Hank Duitsman (work), and Duane Kropuenske (family illness) ALSO PRESENT: Lori Johnson, Finance Director; Richard Fursman, Economic Development Coordinator; and Patrick Klaers, City Administrator 1. Pursuant to due call and notice thereof, the meeting of the Elk River Housing and Redevelopment Authority was called to order at 4:00 p.m. by Chair Gunkel. 2. Consideration of 4/25/89 HRA Agenda IL It was the consensus of the HRA that the agenda was acceptable as presented. 3. Consideration of 8/29/88 HRA Minutes COMMISSIONER TOTH MOVED TO APPROVE THE 8/29/89 MINUTES AS SUBMITTED. COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 3-0. • 4. Kathy Buhl, Section 8 Coordinator Kathy Buhl, Section 8 Coordinator of the Housing and Redevelopment Authority of St. Cloud, informed the Elk River HRA that the Sherburne County Board of Commissioners had adopted a resolution authorizing the St. Cloud HRA to proceed with submitting an application to administer the Section 8 program on behalf of Sherburne County. Kathy further indicated that the Elk River Cit y Council has heard a presentation from herself regarding this program and has adopted a resolution ution supporting this program within the city limits of Elk River. Kathy stated that her purpose for this presentation before the Elk River HRA is to inform them of the program and to notify them that the Section 8 program of rental housing assistance in the City of Elk River will not become an administrative, legal, or financial burden upon the City HRA. The St. Cloud HRA will take all responsibility for administering this program which includes annual inspections of the housing in order to ensure compliance with the housing quality standards. Ms. Buhl provided the HRA with some general information regarding the Section 8 program. Kathy referred to the attachments that were distributed with the HRA agenda regarding the fair market rates which restricts how much the Section 8 Housing Assistance program will pay in rent. In response to questions regarding inspections and lack of available units in Elk River, Kathy indicated that inspections are upon • request, are at least annually, and that the rental guidelines are established by the federal government. Kathy indicated that there will be 39-two bedroom units and 21-three bedroom units available for Sherburne County.
