MEETING OF THE HOUSING AND REDEVELOPMENT AUTHORITY <br /> HELD AT THE ELK RIVER CITY HALL CONFERENCE ROOM <br /> TUESDAY, APRIL 25, 1989 <br /> MEMBERS PRESENT: Estelle Gunkel, Chair; Dick Hinkle, and Larry Toth <br /> MEMBERS ABSENT: Hank Duitsman (work), and Duane Kropuenske (family illness) <br /> ALSO PRESENT: Lori Johnson, Finance Director; Richard Fursman, <br /> Economic Development Coordinator; and Patrick Klaers, <br /> City Administrator <br /> 1. Pursuant to due call and notice thereof, the meeting of the Elk River <br /> Housing and Redevelopment Authority was called to order at 4:00 p.m. by <br /> Chair Gunkel. <br /> 2. Consideration of 4/25/89 HRA Agenda <br /> IL It was the consensus of the HRA that the agenda was acceptable as <br /> presented. <br /> 3. Consideration of 8/29/88 HRA Minutes <br /> COMMISSIONER TOTH MOVED TO APPROVE THE 8/29/89 MINUTES AS SUBMITTED. <br /> COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> • 4. Kathy Buhl, Section 8 Coordinator <br /> Kathy Buhl, Section 8 Coordinator of the Housing and Redevelopment <br /> Authority of St. Cloud, informed the Elk River HRA that the Sherburne <br /> County Board of Commissioners had adopted a resolution authorizing the <br /> St. Cloud HRA to proceed with submitting an application to administer the <br /> Section 8 program on behalf of Sherburne County. Kathy further indicated <br /> that the Elk River Cit y Council has heard a presentation from herself <br /> regarding this program and has adopted a resolution ution supporting this <br /> program within the city limits of Elk River. Kathy stated that her <br /> purpose for this presentation before the Elk River HRA is to inform them <br /> of the program and to notify them that the Section 8 program of rental <br /> housing assistance in the City of Elk River will not become an <br /> administrative, legal, or financial burden upon the City HRA. The St. <br /> Cloud HRA will take all responsibility for administering this program <br /> which includes annual inspections of the housing in order to ensure <br /> compliance with the housing quality standards. <br /> Ms. Buhl provided the HRA with some general information regarding the <br /> Section 8 program. Kathy referred to the attachments that were <br /> distributed with the HRA agenda regarding the fair market rates which <br /> restricts how much the Section 8 Housing Assistance program will pay in <br /> rent. In response to questions regarding inspections and lack of <br /> available units in Elk River, Kathy indicated that inspections are upon <br /> • request, are at least annually, and that the rental guidelines are <br /> established by the federal government. Kathy indicated that there will <br /> be 39-two bedroom units and 21-three bedroom units available for <br /> Sherburne County. <br />
