CLOUD HRA ADMINISTRATION OF THE SECTION 8 EXISTING <br /> RENTAL ASSISTANCE PROGRAM WITHIN THE CITY LIMITS OF THE CITY OF ELK <br /> RIVER. COMMISSIONER TOTH SECONDED THE MOTION, THE MOTION CARRIED 3-0. <br /> 5. Annual Business Items <br /> Chair Gunkel indicated that as this was the first meeting of the year for <br /> the HRA, it would be appropriate to consider the designation of officers, <br /> official newspaper, and official depository. No change was desired or <br /> requested by the HRA in the officers, newspaper, or depository. <br /> COMMISSIONER TOTH MOVED TO HAVE THE 1989 HRA OFFICERS (GUNKEL, CHAIR; <br /> HINKLE, VICE CHAIR; KROPUENSKE, SECRETARY) , THE 1989 OFFICIAL NEWSPAPER <br /> (ELK RIVER STAR NEWS), AND THE 1989 HRA OFFICIAL DEPOSITORY (BANK OF ELK <br /> RIVER) REMAIN THE SAME AS IN 1988. COMMISSIONER HINKLE SECONDED THE <br /> MOTION. THE MOTION CARRIED 3-0. <br /> 6. Financial Update <br /> • Lori Johnson, Finance Director, provided the HRA with a brief financial <br /> update on the status of HRA funds. Ms. Johnson referred the HRA to her <br /> 4/18/89 memo which indicates a 1/1/89 fund balance of approximately <br /> $11,140.00. The 1989 budget calls for approximately $16,000 to be spent <br /> on needed redevelopment programs, although no such programs or projects <br /> have been identified at this time as needing HRA funds. Ms. Johnson <br /> indicated that if these funds are not spent in 1989, they will be held <br /> over for activities in 1990. Also distributed were pages from the 1988 <br /> year end audit that related to the HRA. <br /> 7. Redevelopment Activities Update <br /> Dick Fursman, Economic Development Coordinator, was present to discuss <br /> with the HRA some current activities that relate to redevelopment. Mr. <br /> Fursman briefly discussed the Mork Clinic project, which will require the <br /> removal of some older, single-family homes in the Third Street and Irving <br /> area; the motel proposal at the southeastern intersection of Highways 10 <br /> and 169 that would require the removal of an older motel and office <br /> building; and the ongoing discussions regarding the redevelopment of the <br /> hardware store which was destroyed by fire in the summer of 1988. The <br /> HRA members indicated that they would keep an open mind for use of HRA <br /> funds for various redevelopment activities, but were not willing to <br /> make any commitment for use of budgeted 1989 funds. Mr. Fursman <br /> indicated that when an appropriate activity appears to need HRA funds he <br /> will then request a special meeting to consider the proposal. <br /> • <br />
