OT' MINUTES OF A SPECIAL MEETING <br /> OF THE ELK RIVER <br /> HOUSING AND REDEVELOPMENT AUTHORITY <br /> MARCH 24, 1986 <br /> • PRESENT: Estelle Gunkel, Dick Hinkle, Hank Duitsman, and Larr y Toth <br /> ABSENT: Warren Williams <br /> The meeting was called to order by Chair Estelle Gunkel at 5:30 pm at Elk <br /> River City Hall. <br /> 1. Minutes <br /> The minutes of October 24, 1985 were approved. <br /> 2. Election of Secretary <br /> Warren Williams was elected Secretary by unanimous vote. <br /> 3. Newspaper <br /> C. <br /> The Elk River Star News was approved as the official newspaper. <br /> 4. Depository <br /> A) The Bank of Elk River was designated as the official depository. <br /> B) Estelle Gunkel and Larry Toth were authoized to implement the account and <br /> to execute necessary business against it at the direction of the authority. <br /> C) Discussion followed concerning a minimum balance checking account and a <br /> high interest earning investment. <br /> 5. City Staff Assignments <br /> Were approved as follows: <br /> A) Type and distribute minutes. <br /> B) File and retain original documents at City Hall. <br /> C) Miscellaneous secretarial help as needed. <br /> D) Maintain financial records. <br /> E) Publish public hearing notices as needed. <br /> 6. Future Meetings in 1986 <br /> Approved to meet on an "as needed"basis in response to the downtown development <br /> proposal(s) . <br /> 7. Review of By-Laws <br /> Agreed to schedule a public hearing to make minor revisions. The meeting will <br /> be at City Hall at 7:00 pm on Monday, April 28, 1986. <br /> • 8. Public Hearing Notices <br /> There was discussion regarding the need of Public Hearing Notices when a quorum <br /> of the council is expected to be present. <br />
