9. Downtown Development <br /> • A feasibility study from R. L. Wuornos & Associates was presented to the <br /> Commissioners. The study was ordered by the City Council. The cost is to <br /> be shared by the HRA and The Group of Local Developers headed by Mr. Cliff <br /> Lundberg. This study addresses a proposed tax increment development at <br /> King and Main in downtown Elk River. <br /> There was brief discussion. Parking requirements and the Elk River Utilities <br /> Building were the two main concerns. <br /> The general concensus was to be lenient regarding the required parking spots. <br /> Commissioner Duitsman (also a Utilities Commissioner) indicated the Utilities <br /> Building has been appraised at approximately $110,000.00. He will provide <br /> the City Council with copies of the appraisal. Consideration of this value <br /> must be taken into account when discussing and possibly coordinating this <br /> development and the proposed City Hall facilities. <br /> 10.
