• MINUTES OF A SPECIAL MEETING <br /> OF THE ELK RIVER <br /> HOUSING AND REDEVELOPMENT AUTHORITY <br /> OCTOBER 24, 1985 <br /> 1. The Housing and Redevelopment Authority meeting was called <br /> to order by Chairman Hinkle at 7 : 30 p.m. <br /> 2 . Roll Call <br /> Members Present: Dick Hinkle, Estelle Gunkel, Larry Toth, <br /> and Hank Duitsman. <br /> Also present at the meeting was City Administrator, Tom <br /> Bublitz . Commissioner Tralle was absent from the meeting. <br /> Appointment of Chairman <br /> THERE WAS A MOTION BY COMMISSIONER HINKLE AND SECONDED BY <br /> COMMISSIONER DUITSMAN TO APPOINT COMMISSIONER GUNKEL AS CHAIR <br /> OF THE ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY. THE <br /> MOTION PASSED UNANIMOUSLY. <br /> Appointment of Vice Chair <br /> iTHERE WAS A MOTION BY COMMISSIONER GUNKEL AND SECONDED BY <br /> COMMISSIONER DUITSMAN TO APPOINT COMMISSIONER HINKLE AS VICE <br /> CHAIR OF THE ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY. <br /> THE MOTION PASSED UNANIMOUSLY. <br /> Appointment of Secretary <br /> THERE WAS A MOTION BY COMMISSIONER DUITSMAN AND SECONDED BY <br /> COMMISSIONER HINKLE TO APPOINT CHAIRMAN TRALLE AS SECRETARY <br /> TO THE HOUSING AND REDEVELOPMENT AUTHORITY. THE MOTION <br /> PASSED UNANIMOUSLY. <br /> Status of Downtown Redevelopment Proposal for King and Main <br /> The City Administrator reviewed the status of the project <br /> proposed for the corner of King and Main. He noted that the <br /> Council authorized a fesibility study for the project which <br /> proposed a three story building for the corner of King and <br /> Main Street. He noted that the building would also include <br /> underground parking and would consist of retail commercial on <br /> the first floor and possible combinations of office and <br /> residential uses on the upper two floors. <br /> With regard to the status of the feasibility study, he noted <br /> that Zack Johnson had been authorized to conduct a study and <br /> • at this point was waiting to receive several items from the <br /> developers of the project, including a financial proforma, <br /> estimate of construction cost, and building plans and <br /> designs.
