Review of Downtown Redevelopment <br /> The commissioners discussed the Housing: Authority' s role with <br /> regard to overall development and redevelopment in the <br /> downtown area. The City Administrator discussed the role of <br /> the Housing Authority with regard to redevelopment and noted <br /> that the Elk River Housing and Redevelopment Authority has <br /> been established to plan for, encourage and implement housing <br /> and commercial development activities in the City. He noted <br /> that the City has already, as authorized by Chapter 462 of <br /> the State Statutes, created an HRA and adopted redevelopment <br /> and tax increment financing plans. <br /> The City Administrator also noted that in order to finance <br /> redevelopment activities, the HRA, may, within limits, accept <br /> grants, issue bonds, and levy taxes. He also pointed out the <br /> Authority may buy, sell, and condemn real property and <br /> participate in development projects. In the area of public <br /> housing he noted that as a public housing authority, the HRA <br /> may develop, own and/or operate housing projects for low and <br /> moderate income families. Additionally, he explained that as <br /> • a redevelopment authority, the HRA can review and approve <br /> downtown redevelopment proposals, assemble and resell land, <br /> and work with developers in a number of other ways including <br /> seeking specific proposals for redevelopment and responding <br /> to redevelopment proposals submitted from developers. <br /> The Housing Authority members continued to discuss the role <br /> of the HRA and the HRA' s authority in redevelopment including <br /> the condemnation of land, the methods of inviting proposals <br /> for redevelopment, and other issues including zoning and <br /> financing. <br /> Vice Chairman Hinkle suggested that the HRA look at conduct- <br /> ing a workshop session with the City Atorney and Mr. Zack <br /> Johnson to review and discuss in more detail what the Housing <br /> Authority' s role and authority is with regard to redevelop- <br /> ment issues. <br /> In further discussion, the Housing Authority members <br /> recommended that representatives from the various downtown <br /> groups including the Chamber of Commerce, the Retailers, <br /> Banks and the Downtown Development Group, be invited to the <br /> meeting. It was decided that the workshop session to be held <br /> with the City Attorney and Mr. Zack Johnson be held on <br /> November 21, at 7 : 30 p.m. in the public library and that <br /> • representatives from the downtown businesses should be <br /> invited to the meeting. <br />
