MINUTES OF A SPECIAL MEETING OF THE <br /> HOUSING AND REDEVELOPMENT AUTHORITY OF ELK RIVER <br /> HELD AT THE ELK RIVER CITY HALL <br /> 411 July 21 , 1981 <br /> Members Present - Commissioners Busch , Duitsman , Hinkle , <br /> Schumacher and Toth <br /> Also Present - Bob Middaugh , City Administrator <br /> Call to Order - The meeting was called to order by Chairman <br /> Schumacher at 7 :40 p.m. <br /> Minutes - Minutes of the 5/12/81 meeting were approved as <br /> circulated . <br /> Financial Report - Bob Middaugh reported that in the current <br /> fiscal year a total of $2 , 348.40 was spent by the HRA through <br /> June , 1981 . Expenditures consisted primarily of legal <br /> charges related to organizing the HRA . Current invoices <br /> amounting to $132. 50 were approved for payment . <br /> Statements of Policies and Procedures - The statements of <br /> policies and procedures relative to review of economic development <br /> and redevelopment projects as drafted by city attorney Dave <br /> Sellergren were reviewed and adopted with minor revisions to <br /> each. The draft statements as revised are marked Exhibit A and <br /> attached hereto . <br /> Bob Middaugh will have the statements typed and made <br /> available to developers upon request. He will also request a <br /> sample pre-application form from Dave Sellergren and adapt to <br /> Elk River' s use . <br /> Redevelopment Plan - The Commissioners reviewed and discussed <br /> the Redevelopment Plan Outline prepared by Zack Johnson and <br /> dated March, 1981 . The following general conclusions were <br /> developed by consensus . <br /> - A major new retail facility is probably not feasible downtown . <br /> - Redevelopment projects downtown will tend to be relatively <br /> small and not involve tax increment financing . <br /> - Many of the downtown buildings are not structurally <br /> substandard to a degree requiring substantial renovation , <br /> and therefore probably do not meet the tax increment <br /> financing requirements for redevelopment . <br /> - The principal benefits of redevelopment planning downtown <br /> may well be ( 1 ) to provide a focal point for coordination <br /> of a variety of relatively small redevelopment projects and <br /> (2 ) to provide recommendations to the city regarding public <br /> improvements in areas such as lighting , parking , traffic <br /> flow, parks , etc . In other words , redevelopment planning <br /> should not attempt to identify tax increment financing projects . <br />
