ilk -2- <br /> - Individual projects involving requests for tax increment <br /> III financing should be reviewed in accordance with the policies <br /> and procedures adopted at this meeting , and should stand on <br /> their own . That is , the public involvement should be supported <br /> by the increment generated on the individual project . <br /> - The foregoing conclusions lead to a different concept of <br /> redevelopment planning than that proposed by Zack Johnson . <br /> The intent is not to provide a master plan designed to <br /> elicit a several -block redevelopment of downtown financed <br /> by an overall tax increment. <br /> - Redevelopment planning should address at least the following <br /> issues. <br /> - Link to the West Hwy 169 PUD <br /> - Parking <br /> - Traffic flow <br /> - Utilities , i . e . street lighting, overhead or <br /> underground wiring <br /> - Park downtown , . between Jackson and Jackson Place <br /> - Types of business appropriate to each downtown block <br /> (with due consideration for what is already in place <br /> and the practicalities of major changes in use) <br /> - The efforts involved in market study and documenting of <br /> S existing uses should be minimized . The 1979 study done for <br /> the Chamber of Commerce should serve as the basic document in <br /> these areas and be simply updated . <br /> - Item 7. " Implementation/Action Plan" should be eliminated <br /> except for some of the promotion and public relations effort . <br /> Tax increment financing feasibility will be addressed as <br /> individual projects are presented and the costs of such studies <br /> will be borne by the developer. The promotional effort <br /> relative to the redevelopment plan should be a matter of <br /> presenting the plan to potentially interested parties and <br /> invite their participation in projects generally consistent <br /> with the overall plan. <br /> - Redevelopment planning should focus on the area outlined on <br /> the map marked exhibit B and attached hereto . The <br /> boundaries were drawn consistent with the existing zoning <br /> boundaries . <br /> - It was decided that Chairman Schumacher and Bob Middaugh <br /> should meet with Zack Johnson to discuss the foregoing and <br /> ask for a planning proposal from him on that basis. <br /> Next Meeting - The next meeting was scheduled for Tuesday , <br /> August 4 , 1981 at 7 :30 p .m. at the Elk River City Hall . <br /> Adjournment - The meeting was adjourned at 9 : 50 p .m. <br /> Respectfully submitted , <br /> ..----"-- -INII tk...-*---064-L---k-- <br /> Donald A.
