Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: CSAH 12 PLAN APPROVAL <br /> <br />Dear Council Members: <br /> <br />Attached is a resolution for the City Council's consideration approving the final plans for the <br />Sherburne County CSAH 12 upgrade. Because this is a Sherburne County improvement <br />project within the borders of the City of Ell< River, it is necessary for the County to get the City <br />Councit approval of the plans before the project can proceed. <br /> <br />As we have discussed many times before, the plan consists of a 4-lane urban style roadway <br />from County Road 13 heading east. This section is continued to approximately the east <br />boundary of Trott Brook Farms, at which point the section changes to a 2-1an,s rural section with <br />8-foot shoulders. The project also includes a detached bituminous pathwa~y along the urban <br />section on the north side of the roadway. Finally, the project includes all the necessary <br />channelization to accommodate the future signalization of the intersection of Tyler Street with <br />CSAH 12. <br /> <br />From a financial standpoint, the City's contribution to the cost of this project is anticipated to be <br />approximately $250,000. This is made up of construction costs of approximately $200,000 <br />when the Sherburne County cost participation policy is applied to the project, and a pro rata <br />share of the TEA-21 grant is deducted from the City's cost. In addition, there is anticipated to <br />be overhead of approximately $50,000. As a percentage, the overhead may seem quite large, <br />but this is due to the fact that the TEA-21 grant does not cover any overheacJ costs. Sherburne <br />County will be preparing an agreement spelling out the terms and conditions of the cost <br />participation between the City and the County. They will ask for the City to formally adopt and <br />execute the agreement prior to the award of the project. <br /> <br />We would recommend that the City Council adopt the attached resolution so that the project <br />may proceed to the bidding phase, if you have any questions, I will be in attendance at your <br />June 12, 2000, City Council meeting. <br /> <br />Sincerely, <br /> <br />Howard R.
