Tity of <br /> <br />iver <br /> <br />MEMORANDUM <br /> <br />Item #5.4. <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Mayor & City Council <br /> <br />Pat Klaers, City Adm~paCor <br /> <br />June 12, 2000 <br /> <br />County Road 12 <br /> <br />The county has established a cost sharing policy for its public improvement projects <br />and the city had no influence in the development of this policy, nor does it have any <br />control over changes the board may deem appropriate in the future. <br /> <br />According to this policy and based on construction estimates, the cost to the city for <br />the County Road 12 project is $198,000 plus overhead. The city's only recourse to <br />being charged this amount by the county is to not have the project done, and this <br />doesn't seem reasonable at this time. I guess to a certain degree we should be <br />thankful that the county's policy wasn't structured so that our share would be more <br />because again, our only options are to pay or not have the project take place. <br /> <br />A county policy that requires municipal participation in public improvement projects <br />is reasonable. However, as discussed by the City Council a number of times in the <br />past few years, we cannot support the Sherburne County policy that calls for such <br />things as 100 percent municipality funding of any needed street lighting on county <br />roads, 100 percent municipality funding of any needed concrete curb and gutter on <br />county roads, and 100 percent municipality funding of any needed or replaced bike <br />paths for pedestrian movement. Accordingly, while I believe we have to pay the <br />county its requested amount, we should also make a statement about our continued <br />displeasure with their cost sharing policy. From a staff point of view, it is most <br />appropriate for the city's cost participation on County Road 12 to be applied toward <br />the improvements generally between new County Road 13 and Highway 169, which <br />is the area most significantly impacted by the commercial/industrial development <br />proposals. <br /> <br />Recommendation <br /> <br />It is recommended that the attached resolution be adopted and that the city <br />financially participate in the County Road 12 project (estimated amount of $198,000 <br />plus overhead), but that we also do so with opposition to the current cost sharing <br />policy. <br /> <br />13065 Orono Parkway · P.O.
