SPECIAL MEETING OF THE ELK RIVER <br /> • HOUSING AND REDEVELOPMENT AUTHORITY <br /> HELD AT THE ELK RIVER CITY HALL <br /> MONDAY, FEBRUARY 12, 2001 <br /> Members Present: Commissioners Thompson, Motin and Wilson <br /> Members Absent: Chair Toth, Commissioner Huntington <br /> Staff Present: Cathy Mehelich, Executive Director; Marc Nevinski Assistant <br /> Director; Pat Klaers, City Administrator; Sandra Peine, City Clerk; <br /> and Terry Maurer, City Engineer <br /> 1. Call Meeting To Order <br /> Pursuant to due call and notice thereof, the special meeting of the Elk River <br /> Housing and Redevelopment Authority was called to order at 5:00 p.m. by Vice <br /> Chair Wilson. <br /> 2. Consider February 12, 2001 HRA Agenda <br /> • COMMISSIONER THOMPSON MOVED TO APPROVE THE FEBRUARY 12, 2001, HRA <br /> AGENDA AS PRESENTED. COMMISSIONER MOTIN SECONDED THE MOTION. THE <br /> MOTION CARRIED 3-0. <br /> 3. Consider Funding Options for Central Business District Sidewalk <br /> City Engineer Terry Maurer reviewed the tentative schedule for the downtown <br /> sidewalk replacement project. He noted that according to city staff and the <br /> municipal utilities staff, an early construction schedule is preferable to a later <br /> project. He explained that it is anticipated to be about a 2-month project. <br /> The City Engineer reviewed three assessment scenarios as follows: <br /> A. A per Unit Assessment at$1100/unit <br /> B. A per Front Foot Assessment at$17.07/front foot <br /> C. A 50/50 Frontage and Unit Assessment at$550/unit+ $8.54/front foot <br /> The HRA discussed the three different assessment methods. It was the consensus <br /> of the HRA that Scenario C(50/50)was preferable. <br /> Vice Chair Wilson asked if there were any comments from the audience. There <br /> were a couple business owners present. The following comments were made: <br /> • It will be hard to pay for something that will not improve the businesses. <br /> • The sidewalk project is needed, as the existing sidewalks cannot be <br /> • maintained. <br />
