With the <br /> Central MN Housing Partnership's (CMHP) completion of an Elk River Housing Study and <br /> the creation of the Sherburne County Chapter Habitat for Humanity, the HRA has indicated <br /> more of an interest in considering its role in addressing housing issues in Elk River. At its <br /> August meeting the HRA requested additional information on programming or projects that <br /> may be considered to address housing issues. <br /> Housing Programs <br /> There are numerous types of projects and levels of involvement that the HRA can consider <br /> to address various housing issues. However,it is important to establish priority goals and <br /> objectives for the types of projects that can be accomplished successfully given the available <br /> resources (staff time, funding, consultants, etc.). <br /> Staff recommends that the HRA,in conjunction with the City Council, consider developing <br /> a"Strategic Plan for Housing"which would identify priority problems, establish clear goals <br /> and objectives to address priority housing issues, and identify potential resources or <br /> partnerships. The results of the Comprehensive Plan, the CMHP Elk River Housing Study, <br /> • and the Planning Department's GIS housing stock analysis may be used for a portion of the <br /> "Strategic Plan for Housing". The HRA may consider hiring a consultant to facilitate the <br />
