Housing Information <br /> September 23,2002 <br /> Page 2 <br /> process and complete the plan, similar to how Brimeyer&Associates was hired to complete <br /> the Strategic Economic Development Plan. <br /> Staff anticipates that the GIS (Geographic Information System) will be in service within a <br /> couple of months. The Planning Department will be completing a GIS analysis of Elk <br /> River's housing stock to determine a clearer picture of housing needs and potential target <br /> areas for rehabilitation or redevelopment programs. <br /> In July the HRA reviewed the attached information from the Richfield single-site housing <br /> redevelopment program and directed staff to research the costs to go about a similar project <br /> for Elk River. Staff recommends that the HRA consider a work session that would include <br /> representatives from Richfield, Fridley, and the Central MN Housing Partnership to present <br /> information about their programs and to answer the HRA's questions (costs, administration, <br /> process, etc). This work session could be held in October or after the first of the year when <br /> the GIS analysis and Comprehensive Plan and closer to completion. <br /> Housing Rehabilitation Programs <br /> Tri-County Action Programs, Inc. (Tri-Cap) has announced its participation in providing <br /> MHFA Community Fix-Up Fund loans to homeowners in Benton, Stearns and Sherburne <br /> Counties. The attached flyer summarizes the program. Staff will make this information <br /> available to residents on the city's website www.ci.elk-river.mn.us <br /> • MetroPlains Development, the selected developer for the Downtown Revitalization Project <br /> has indicated an interest in a Small Cities Development Program grant application by the <br /> City of Elk River. Grant funds may be provided for projects that would include housing <br /> rehabilitation or new construction,and the rehabilitation of commercial districts. The <br /> attached Fact Sheet summarizes the program requirements. More information will be <br /> provided to the HRA as MetroPlains'redevelopment concept is refined and potential <br /> funding sources identified. <br /> MN Housing Innovations Conference <br /> The MN Housing Finance Agency,Assoc. of Metropolitan Municipalities and League of <br /> MN Cities are sponsoring a free, one-day conference for elected and appointed city officials <br /> regarding housing options. Staff is registered to attend and can make registration <br /> arrangements for any other HRA or Council members who may be interested in attending. <br /> 4111 <br />
