PIEMORANDUM

Item 5. I .-5.3.

TO:

FROM:

DATE:

SUBJECT:

Mayor and City Council

Pat Klaers, City A~ator
June 14, 2004

Worksession

Draft Wastewater Treatment Plant Master Plan
Terry Maurer will be in attendance at this meeting to discuss with the City Council the draft
WWTP Master Plan. Staff is looking for Council feedback on the results of the draft study.
It is our belief that the Comprehensive Plan, in terms of population goals and total area for
commercial/industrial activities, should drive the WWTP Master Plan versus the opposite.

City Administrator/City of Elk River Work Program (December 2003 Brimeyer
Report)
Included in this packet is a lengthy memo from myself and a number of attachments
regarding the future organizational structure for the city. This is a follow up discussion to the
April 12, 2004 City Council meeting. Council feedback is needed in order to move forward
with this project.

The City Council and staff recently have completed three worksessions that were facilitated
by Mr. Brimeyer. Please see the May 24 minutes and meeting summary from Mr. Brimeyer
that are included with this agenda packet. Staff would like to discuss the results of these
worksessions and how to proceed in accomplishing some of the goals that have been
identified.

On a slightly different note, at some time the City Council should officially approve the
December 2003 City Administrator/City of Elk River Work Program. The one item in this
work program that has not received much Council discussion is the Council and staff "Rules
of Behavior" section. It may be that this is a discussion item for later in the summer when
Mr. Brimeyer comes back for a follow up on the three worksessions that we have just had.

Utilities Building Removal and Parking Lot Expansion
I would like to review with the City Council the concept that has been discussed for about a
year regarding expansion of the downtown parking lot immediately east of the Utilities

S: ~C ouncil~Pat~ 2004~WWl'PDraftMaster.doc
