410 f Item # 5 City of Elk -� River MEMORANDUM TO: Housing & Redevelopment Authority FROM: Heidi Hall, Economic Development Assistant fi'H' DATE: July 29, 2002 SUBJECT: Housing Rehabilitation Programs Attachments • Cities of Richfield, Fridley, Hastings, Faribault, &Moorhead Housing Rehabilitation Programs • • Examples of Housing&Urban Development (HUD) Activities in Minnesota Issue On June 24th, the HRA reviewed the different ways in which communities or organizations might involve themselves with Habitat for Humanity. At that point, the HRA expressed more interest in housing rehabilitation than housing replacement. Staff was directed to conduct further research on housing rehabilitation. Several Minnesota cities offer loan programs to assist with housing rehabilitation that assist both homeowners and landlords. In most communities, staff administers the programs. For instance,in Richfield, staff receives the applications, meets with the homeowners,verifies income, conducts the inspection,prepares a scope of work,reviews bids,prepares work contracts,issues payments, and submits documentation to the county. However,in Fridley, all of the single and multiple family programs are administered under contract by the Center for Energy and Environment (CEE), a non-profit agency based in Minneapolis. The City of Faribault uses their local company,Professional Contractors, to assist in program administration, such as providing building inspections and preparing bids. Staff Recommendation Based on the issues of funding and program administration, the HRA might consider that staff conduct further research on developing a housing rehabilitation program for the City of Elk River, similar to a program used in Richfield, Fridley,Hastings, Faribault, or Moorhead. • S:\Eda\HRA\HOUSING\Habitat For Humanity\Other Cities Rehab\7-29-02.doc
