At that point, the HRA expressed <br /> more interest in housing rehabilitation than housing replacement. Staff was directed to <br /> conduct further research on housing rehabilitation. <br /> Several Minnesota cities offer loan programs to assist with housing rehabilitation that assist <br /> both homeowners and landlords. In most communities, staff administers the programs. For <br /> instance,in Richfield, staff receives the applications, meets with the homeowners,verifies <br /> income, conducts the inspection,prepares a scope of work,reviews bids,prepares work <br /> contracts,issues payments, and submits documentation to the county. However,in Fridley, <br /> all of the single and multiple family programs are administered under contract by the Center <br /> for Energy and Environment (CEE), a non-profit agency based in Minneapolis. The City of <br /> Faribault uses their local company,Professional Contractors, to assist in program <br /> administration, such as providing building inspections and preparing bids. <br /> Staff Recommendation <br /> Based on the issues of funding and program administration, the HRA might consider that <br /> staff conduct further research on developing a housing rehabilitation program for the City of <br /> Elk River, similar to a program used in Richfield, Fridley,Hastings, Faribault, or Moorhead. <br /> • <br /> S:\Eda\HRA\HOUSING\Habitat For Humanity\Other Cities Rehab\7-29-02.doc <br />
