Special Meeting of the Elk River Planning Commission <br />Held at the Elk River City Hall <br />Tuesday, July 14, 2015 <br />Members Present: Chair Eric Johnson, Commissioners, Garrett Christianson, Jeremy Johnson, <br />Jill Larson -Vito and Brad Thiel <br />Members Absent: Commissioners Andrew Crook and Mark Konietzko <br />Staff Present: Planning Manager Zack Carlton, Senior Planner Chris Leeseberg and Sr. <br />Administrative Assistant Debbie Huebner <br />1. Call Meeting to Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River Planning Commission <br />was called to order at 6:30 p.m. by Chair Eric Johnson. <br />2. Pledge of Allegiance <br />The Pledge of Allegiance was recited. <br />3. Consider 7/14/2015 Planning Commission Agenda <br />Moved by Commissioner Larson -Vito and seconded by Commissioner Thiel to <br />approve the June 23, 2015, Planning Commission agenda with the following changes: <br />Move Item 4.2 to 4.1 and 4.1 to 4.2 <br />Motion carried 5 -0. <br />4.1 Request by Envision Company, LLC — ERX for: <br />5.1a Ordinance Amendment to add a new extreme commercial recreational zoning <br />district, Case No. OA 15 -04 — Public Hearing <br />5.1b Land Use Amendment to change the land use of the property located east of <br />Hwy 169 and between the 215th and 221st road alignments, from Development <br />Reserve /Mining /Residential to Highway Business /Mining, Case No. LU 15- <br />03 — Public Hearing <br />5.1c Zone Change from CRT (Commercial Reserve Transition) to XCR (Extreme <br />Commercial Recreation, Case No. ZC 15 -06 — Public Hearing <br />5.1d Preliminary Plat Approval, Aggregate Commercial Third Addition, Case No. <br />P 15 -05 — Public Hearing <br />5.1e Conditional Use Permit for Limited Stay Lodging, Case No. CU 15 -10 — <br />Public Hearing <br />
