MEETING OF THE ELK RIVER CITY COUNCIL <br /> (BOARD OF REVIEW) <br />HELD AT THE SHERBURNE COUNTY GOVERNMENT CENTER <br />MONDAY, MAY 1, 2000 <br /> <br />Members Present: <br /> <br />Members Absent: <br /> <br />Staff Present: <br /> <br />Also Present: <br /> <br />Mayor Klinzing, Councilmembers Dietz, Farber, <br />and Thompson (6:45 PM) <br /> <br />Councilmember Motin <br /> <br />Sandra Peine, City Clerk <br /> <br />Assessors and Staff from the Sherburne County Assessors <br />Office <br /> <br />Call Meetin.q To Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River Board of <br />Review was called to order at 6:00 p.m. by Mayor Klinzing. <br /> <br />Assessor John Cullen explained the purpose of the meeting which is to review the <br />2000 assessed property value. He stated that in order to be consistent with the <br />state requirement of staying within 90 - 105°,/o of the actual market value, an <br />overall increase of approximately 7% was applied to all property in the city. The <br />Assessor explained that grievances would be heard by the Board of Review on an <br />individual basis. <br /> <br />Richard Elliot - 75-535-0255 - Mr. Elliot indicated that his property value has <br />increased excessively over the past few years. The Assessor indicated that this was <br />necessary due to the overall property value increasing in the City. The Assessor <br />reviewed comparable sales in the area. It was the consensus that the increase in <br />property value from $151,200 to $160,000 was justified due to the general increase <br />given to all property owners and based on comparable sales in the area. <br /> <br />COUNCILMEMBER DIETZ MOVED THAT THERE BE NO CHANGE TO THE ASSESSED <br />PROPERTY VALUE OF $160,000 ON PROPERTY ID# 75-535-0255. COUNCILMEMBER <br />FARBER SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> <br />Mr. Elliot's concern was that senior citizens couldn't afford a constant increase in <br />property value as it results in higher taxes. The Council encouraged Mr. Elliot to <br />contact his legislators regarding this issue. <br /> <br />Rolfe Anderson - 75-431-0420 - Mr. Anderson indicated that his value increased <br />from 193,500 to $206,600 in 2000. He indicated that he feels his total assessed <br />value is too high. <br /> <br />Councilmember Thompson arrived at this time (6:45 p.m.). <br /> <br /> <br />
