Item #7.2 <br /> City of <br /> Elk <br /> River <br /> MEMORANDUM <br /> TO: Housing & Redevelopment Authority <br /> FROM: Catherine Mehelich, Director of Economic Development <br /> DATE: August 25, 2003 <br /> SUBJECT: Downtown Revitalization Project Update — Response to Issues <br /> of Concern directed by HRA and City Council <br /> This memo provides a response to many of the issues raised at the July 28, 2003 meeting. <br /> Such issues include, but are not limited to:parking, residential tenants, and Jackson Square <br /> property. <br /> Members of the Planning Department,the City Engineer, and the City Attorney have <br /> assisted in compiling the responses. <br /> The HRA will be asked to provide staff with direction on those items it feels more <br /> information is needed. <br /> Attachments <br /> • Illustration of Additional Temporary Parking <br /> • Lettter from Ms.Mary Bujold,Maxfield Research, Inc.,dated August 20, 2003 <br /> • Page 97, Elk River Historic Contexts&Phase II Downtown Commercial Area Study <br /> • Memo to HRA from Heritage Preservation Commission (HPC),January 27, 2003 <br /> • Minutes of July 10, 2003 Heritage Preservation Commission Meeting <br /> • Information- Illustration of Wal-Mart and Downtown Parking Areas <br /> Project Goals and Objectives <br /> The HRA will recall that the primary goal of the Downtown Revitalization Project is: <br /> "...to assure the long-term viability of downtown by making a connections to the <br /> rest of the community and by utilizing the riverfront location. Redevelopment will <br /> enhance downtown Elk River's role as a residential,retail and commercial area and <br /> also revitalization investment in the Downtown Business District." <br /> MetroPlains Development was selected the developer based on the HRA's belief that they <br /> • were best suited to meet the primary goal of the downtown revitalization project. <br />
