Minnesota, was <br /> duly called and held at the City Hall in the City of Elk River, <br /> Minnesota, on the 7th day of November, 1983, at _.M. <br /> The following members were present: <br /> and the following were absent: <br /> Member introduced the following <br /> resolution and moved its adoption: <br /> RESOLUTION CALLING IMPROVEMENT <br /> HEARING AND ASSESSMENT HEARING ON <br /> GATES AVENUE WATER IMPROVEMENTS OF 1983 <br /> WHEREAS: <br /> • 1. The City Council deems it necessary and expedient <br /> that the City of Elk River, Minnesota, construct certain <br /> improvements, to-wit: Gates Avenue Water Improvements of 1983 <br /> in the City as described in and in accordance with the <br /> preliminary plans and report prepared by <br /> consulting engineers; <br /> 2. The Council has been advised by the consulting <br /> engineers that said Gates Avenue Water Improvements of 1983 are <br /> feasible and should best be made as proposed, and the <br /> consulting engineers' report to this effect has heretofore been <br /> received by the Council, and filed with the Clerk; <br /> 3. The Clerk with the assistance of the consulting <br /> engineer has prepared an assessment roll for Gates Avenue Water <br /> Improvements of 1983, and said proposed assessment roll is on <br /> file with the Clerk and open to public inspection; and <br />
