The Park Board in and for the <br /> City of Elk River heretofore established pursuant to the provisions of <br /> 4: Minnesota Statutes , Sections 412.501 to 412.531 , is hereby abolished. <br /> 216 .02 - Establishment and Composition of Recreation Board. There <br /> is hereby established in the City of Elk River a Recreation Board <br /> pursuant to the authority given by Minnesota Statutes , Sections 471 . 15 <br /> to 471 . 19 , under which the power of the City to operate a program of <br /> recreation may be delegated to such a board. The Board shall consist <br /> of seven (7) members appointed by the Council for a term of three (3) <br /> years . The terms of the members shall be staggered so that no more <br /> than three (3) members ' terms expire at the same time. <br /> Both original and successive appointees shall serve until their <br /> successors are appointed and qualified. A vacancy shall be filled for <br /> the unexpired portion of the term by the Council . Members of the <br /> Board shall serve without compensation. At the beginning of each <br /> fiscal year they shall select a chairman and a secretary from their <br /> own number with duties in addition to Board membership implied by <br /> these titles. A majority shall constitute a quorum for the <br /> transaction of business . <br /> 216 .04 - General Powers of Recreation Board. The Recreation Board <br /> shall have power to operate a program of public recreation and play- <br /> grounds as agent of the City. If any part of the public recreation <br /> program of the City is administered directly by any public or private <br /> agency other than the Board, the Board shall have power to make <br /> cooperative agreements with any such public or private agency for the <br /> purpose of coordinating all the activities and facilities included in <br /> 17-a <br /> 5.od <br />
