such public recreation program. The program directly administered by <br /> the Board may make use of public property assigned to , or of private <br /> property leased or otherwise made available for , public recreational <br /> use . The City Council shall determine what land is to be acquired by <br /> it for recreational purposes , what land it shall be permitted to use <br /> in carrying on its recreational program, and what buildings or other <br /> permanent structures are to be constructed upon such land . The Board <br /> lip shall advise the City Council upon such matters and shall operate <br /> facilities made available to it for recreational purposes ; but it <br /> shall have no authority to construct buildings or other permanent <br /> structures upon any land without the consent of the owners of such <br /> land; and in no event shall such buildings or structures be <br /> constructed by the Board upon privately owned land. <br /> 216 . 06 - Specific Powers . In order to carry on the recreation <br /> program provided herein , the Board shall have the powers specified in <br /> the following paragraphs : <br /> 1. The Board may adopt rules for its meetings and the trans- <br /> action of its business and rules governing the use by the public <br /> of the recreation facilities under its control . <br /> 2. The Board may employ instructors , leaders , administrative <br /> guardians , and custodial personnel , and it may provide for <br /> workers ' compensation insurance and surety bonds for any such <br /> officers and employees . All officers and employees shall be <br /> selected on a basis of merit and fitness , and instructors and <br /> directors shall be appointed in compliance with the minimum <br /> qualifications established by the Minnesota Department of Education . <br /> 3 . The Board may make contracts for completion within a current <br /> ILfiscal year. <br /> 4. The Board may lease real or personal property for public <br /> recreational use for periods not longer than one year. <br /> 5 . . The Board may accept gifts of personal property for public <br /> recreational purposes, subject to the provisions of Section 216 .04 <br /> of this Code. <br /> 6 . The Board may perform whatever other acts are reasonable and <br /> necessary and proper to carry on a recreational program under this <br /> ordinance. <br /> 216 .08 - Preparation of Program. <br /> 1 . The Board shall each year prior to July 1 , prepare a compre- <br /> hensive program for public recreation activities for the ensuing year , <br /> with recommended divisions of responsibility as between private agen- <br /> cies administering recreation activities directly, and the Board <br /> itself. The Boards ' s own program shall be described in terms of <br /> activities as well as finances . <br /> 2 . The budget of finances shall be substantially balanced and <br /> shall show: <br /> 18 . <br />
