-(./ Al Memorandum <br /> TO: RECREATION BOARD MEMBERS <br /> ..icy of 'jib, <br /> FROM: PAT KLAERS, CITY ADMINISTRATOR <br /> ik : River <br /> DATE: July 12, 1988 <br /> SUBJECT: JULY 19, 1988 RECREATION BOARD <br /> MEETING <br /> The next City Recreation Board meeting is scheduled for 7 : 00 p.m. <br /> on Tuesday, July 19, 1988, at the Elk River City Hall conference <br /> room. Attached for your information is a suggested agenda for <br /> this Recreation Board meeting. Also attached for your <br /> information and review are the draft 6/7/88 Recreation Board <br /> minutes. <br /> Please note that there is a tour of the old City dump site <br /> planned prior to the Recreation Board meeting at City Hall . This <br /> tour is scheduled to begin at 6: 00. A one hour tour for an 80 <br /> acre parcel is not sufficent to analyze in detail future needs <br /> for the property or goals for the park . However, this premeeting <br /> visit to the old dump site should provide all Recreation Board <br /> members with a good sense of what is available at this site and <br /> what some of the potential uses are for this property. <br /> Comments on agenda items are as follows: <br /> 5 . - GREEN SPACE PROPOSAL <br /> Community Education Director, Charlie Blesener, has requested to <br /> be on this agenda to discuss a proposal for use of the former <br /> railroad depot site. Charlie has been working with a 2001 <br /> Subcommittee that is interested in creating more green space <br /> within the business area of Elk River. A graduate student in <br /> landscaping architect has been working with the 2001 Subcommittee <br /> and she is scheduled to make a presentation on the proposal to <br /> enhance this site. The proposal should not only cover what is <br /> anticipated to happen on this property, but also who will <br /> complete the work , who will pay for the work , who will pay for <br /> the lease on the railroad property, how the City obtains <br /> permission from the railroad to do work on this site (and how <br /> long it would take to get this permission) and other similar <br /> issues. At this time, the City does not see a need for this <br /> space to be utilized as parking and it is anticipated that the <br /> Council will approve any type of proposal to "beautify" the <br /> business areas within Elk River.
