I <br /> Guidelines: ARTS PARTNERS OF MINNESOTA <br /> • 1 . Purpose of ARTS PARTNERS OF MINNESOTA Project: <br /> To encourage city and county governments throughout the state of Minnesota to <br /> begin or to increase their support of arts activities and facilities as a means of building <br /> healthier communities of citizens. <br /> 2. Method of Administration: <br /> The project will be administered through the Regional Arts Councils Forum, a <br /> consortium of the eleven regional arts councils of Minnesota. The Forum will staff the <br /> application and selection process, and will administer the monies from the NEA and <br /> from the state legislature as well as conducting the recordkeeping related to the <br /> project. The individual regional staffs will provide technical assistance to organizations <br /> or agencies in their region who are selected as participants in the project. <br /> 3. Eligibility of Participating Organizations or Agencies; <br /> a. In order to participate in this matching funds project, an arts group/agency <br /> must be either: <br /> (1) a non-profit 501 (c,(3) organization which has been officially <br /> recognized by a city or county government as its arts representative; <br /> OR <br /> (2) an arts programming or service branch/department of a city or county <br /> government. <br /> b. In addition, the applicant must have obtained a projected budget commitment <br /> of new monies from the city or county for ARTS PARTNERS OF <br /> MINNESOTA activity over the next years (July 1990 - June 1993). <br /> • <br /> c. The activity for which the Applicant seeks matching funds must fall within one <br /> or more of the following categories: <br /> • <br /> a.Regranting funds to arts organizations and artists <br /> • <br /> b.Technical assistance and services <br /> c.'Presentation of performances, exhibitions and residencies <br /> d.Audiehce development projects <br /> • e. Making the arts a basic in education K-12 • <br /> f. Develooment of capital resources and renovation of facilities (may not be for new <br /> • • construction) <br /> g.
