4. Application Process: <br /> a. Complete the ARTS PARTNERS OF MINNESOTA Application Form, <br /> and have it signed by an official from your agency and by an official of the <br /> local government. • <br /> b. Complete the NEA Form B-2.(ask your Regional Arts Council for assistance) <br /> c. Attach a copy of the resolution from your local government which states the <br /> designation of your agency to act on its behalf in this project. <br /> d. Additional support materials?? <br /> e. Submit application forms, support materials and the resolution to your <br /> Regional Arts Council office, by July 15. 1989. <br /> 5. Selection Process: <br /> a .A panel consisting of will review all applications and <br /> make decisions for participation based on the following: <br /> b. Applicants must demonstrate: "In what way will the project improve the <br /> health of the arts in the community and increase the access of citizens to arts activities <br /> and programming in your city or county?" <br /> c. Applicants must demonstrate a cooperative working relationship between the ,.: <br /> organization and the government entity regarding the commitment and projected use " ' ' <br /> of funds for the project. <br /> d. All applicants who can successfully demonstrate items "b" and "c" above and <br /> who have clearly described their project and its budget and how the project will be <br /> managed, will be accepted onto a list of "finalists" for the ARTS PARTNERS OF • <br /> MINNESOTA project. <br /> • <br /> e. In March 1990, <br /> 6. NEA Process: <br /> a. The complete grant application from the Regional Arts Councils Forum to the <br /> NEA is due on August 15, 1989. At this time, the Forum will submit a list of <br /> all finalists to the NEA as a part of our proposal. <br /> b. The decision from the NEA is announced in March 1990. When the NEA <br /> decision on the Regional Arts Councils Forum application is known, <br /> the finalists will be notified and will be asked to update, revise, or verify <br /> their intent.to participates(based on whether the NEA decision is to.fund <br /> • <br /> the project in full or partially). <br /> c. Between March 1990 and July 1 , 1.990, the Regional Arts Councils,Forum <br /> will contact the ARTS PARTNERS OF MINNESOTA finalists to determine <br /> the level of funding possible for each participant based on matching <br /> •mcnies available. • <br /> d.
