RESOLUTION 81-4, <br /> A RESOLUTION ESTABLISHING <br /> A CITY BEAUTIFICATION COMMITTEE <br /> WHEREAS, the City Council has deemed it desirable to create a City Beautification <br /> Committee for the purpose of improving the City of Elk River. <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River that <br /> there is hereby created a City Beautification Committee, pursuant to the <br /> following rules and guidelines: <br /> Section 1. Establishment and Purpose <br /> There is hereby established an advisory committee to the City Council <br /> on City Beautification. The purpose of this committee will be to en- <br /> courage, promote and coordinate City beautification projects, and to <br /> advise the City Council regarding activities which the City may under- <br /> take to beautify the community. <br /> Section 2. Composition and Terms <br /> Sub. A. Membership <br /> The City Beautification Committee shall consist of five voting members <br /> • appointed by the Mayor and confirmed by the City Council. These committee <br /> members shall have the authority to appoint ex-officio or non-voting <br /> members, as necessary. <br /> Sub. B. Term of Office <br /> Each member shall serve a three-year term of office, except at the <br /> initial appointment, several members shall be designated to serve a <br /> one, a two and a three year term, so as to stagger the expiration of <br /> Committee members' terms. Vacancies on the Committee shall be filled <br /> by the Mayor with Council confirmation. <br /> Section 3. Commission Organization <br /> Sub. A. Officers <br /> The Committee members shall elect from among the voting members, a <br /> Chairman, Secretary and Treasurer. <br /> Sub. B. Meetings <br /> The Committee shall meet quarterly, and at other times as deemed <br /> necessary by the Committee members. Committee meetings may be called <br /> by the Chairman or two Committee members, with a minimum of three days <br /> written notice to each Committee members. <br /> Section 4. Powers and Duties of the Committee <br /> A. The Committee shall advise the City Council on projects deemed to <br /> • beautify the City of Elk River, and to improve the City aesthetically <br /> and generally enhance the quality of life in Elk River. The City <br />
