r t <br /> Resolution 81-4 <br /> Page Two <br /> Council may, at its descretion, direct the Beautification Committee <br /> to perform specific tasks, regarding the implementation of any <br /> particular beautification project. The Committee shall have no <br /> specific authority or responsibility to enter into a contract or to <br /> commit the City of Elk River in any way, relative to beautification <br /> projects or other activities of the Committee, without the expressed <br /> approval of the City Council of the City of Elk River. <br /> B. The Committee shall attempt to organize local volunteer efforts <br /> and groups for concerted actions regarding beautification of the <br /> City. <br /> C. On an annual basis, the City Beautification Committee shall develop <br /> a project list, with the input and assistance of the appropriate <br /> local volunteer organizations, with assigned costs and responsibilities <br /> for implementation of projects, as near as can be determined at the <br /> time of the development of the program. The annual project list shall <br /> be reviewed and approved by the City Council prior to March 31st in each <br /> calendar year. <br /> Section 5. Sources and Regulations regarding Funding <br /> Sub. A. Funds Obtained from City of Elk River <br /> All funds allocated by the City Council of the City of Elk River to <br /> . the City Beautification Committee shall be spent in accordance with <br /> City rules and policies normally applied to the expenditure of City <br /> funds. <br /> Sub. B. Funds Obtained from Other Sources <br /> Funds which the Beautification Committee utilizes for beautification <br /> projects and obtained from sources other than the City of Elk River <br /> shall be reported to the City as they are received. At the descretion <br /> of the Committee, these funds may be deposited in trust with the City <br /> of Elk River until needed or expended by the Committee. If funds are <br /> placed in trust with the City, the City will, at the descretion of the <br /> Committee, issue checks against deposited funds and maintain appropriate <br /> records for the Beautification Committee; or, the City will write <br /> checks directly to the Committee for its disbursement, in which case, <br /> the Committee shall keep the necessary and appropriate records. <br /> Passed and adopted this 19th day of January 1981. <br /> I Mayor <br /> ATTEST: <br /> SI <br /> ,----7--,7(--- -----i __,-,14-,& c_______ <br /> Robert C.
