MEETING OF THE ELK RIVER <br /> BOARD OF APPEAL AND EQUALIZATION <br />HELD AT SHERBURNE COUNTY GOVERNMENT CENTER <br />MONDAY, APRIL 26, 2004 <br /> <br />Members Present: <br /> <br />Mayor Klinzing, Councilmembers Dietz, Kuester, Mot/n, and Tveite <br /> <br />Members Absent: <br /> <br />None <br /> <br />Staff Present: <br /> <br />City Clerk Joan Schrnidt <br /> <br />Also Present: <br /> <br />Sherbume County Assessor Jerry IGqtzeck, Deputy Assessor Greg Olson, <br />and Deputy Assessor Roger Holmgren <br /> <br />Call Meeting To Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River Board of Appeal and <br />Equalization was called to order at 6:30 p.m. by Mayor Klinzing. <br /> <br />Board of Appeal and Equalization <br /> <br />Sherburne County Assessor Jerry Kritzeck indicated that the purpose of the Board of <br />Appeal and Equalization is to consider and review 2004 estimated market values and <br />property classifications. <br /> <br />Mr. Kritzeck introduced Deputy Assessors Roger Holmgren and Greg Olson. <br />Mr. Holmgren and Mr. Olson each presented information on the assessment procedures and <br />statistics for the 2004 City of Elk River assessments. <br /> <br />The Council then recessed to the Assessor's Office to review concerns from individual <br />property owners. <br /> <br />Evonne Thibert, 13590 Riverview Drive, Parcel Identification Number 75-481-0290 <br /> <br />Ms. Thibert is located in Grandview Addition. Last year the value was at $192,500, dais year <br />at $214.500. She stated that her home was built in 1970 and she hasn't made any new <br />improvements. Deputy Assessor Olson stated that the well and septic is valued at $7,000. <br />Land went from $74,500 to $95,500 (this is river property) with house value going up $6,000. <br />The percentage of increase is 18.8 percent for the land. A similar sale on May 9, 2003 in <br />Grandview Addition sold for $220,320. <br /> <br />Assessor Kritzeck recommended the value to stay the same because the house next door, <br />which is slightly larger, sold for $220,320. If Ms. Thibert feels there are physical <br />deteriorations to the house that the county assessors are not aware of, they are willing to <br />come out and look. <br /> <br />MOVED BY COUNCILMEMBER MOTION AND SECONDED BY <br />COUNCILMEMBER DIETZ TO LEAVE THE ASSESSED VALUATION <br />WHERE IT IS FOR THIS PROPERTY. MOTION CARRIED 5-0. <br /> <br /> <br />
