Board of Appeal and Equalization Minutes <br />April 26, 2004 <br /> <br /> Kevin Berry, 13270 196th Avenue, Parcel Identification Number 75-671-0205 <br /> <br />Page 2 <br /> <br />Mr. Berry, stated that he has looked at the valuation of other houses built in this <br />development at the same dme that he his home was built. He tried to determine the average <br />sale price of his peer group. He felt that the difference was about $26,000 or 23%. His <br />home is a two story with the master bedroom and 70% of the f'mished square footage on the <br />main level, with 30% upstairs. He feels that over me a more expensive home will rise <br />slightly but tlfis has gone up by 23 percent. He paid $401,000 at the end of 2002. The added <br />value was $46,000 for a value of $446,100 (increase of 11 percent which is less than 4 <br />percent per year). The homeowner has 2050 sq. ft. The assessors stated that the four-season <br />porch went from $11,500 to $18,000 in valuation. <br /> <br />Assessor Kritzeck recommended that the homeowner bring in his blueprint and work with <br />the assessors to further review this valuation and do comparisons of the neighborhood. <br /> <br />MOVED BY COUNCILMEMBER DEITZ AND SECONDED BY <br />COUNCILMEMBER MOTIN TO AGREE WITH THE COUNTY ASSESSOR'S <br />VALUATION AFTER THEY HAVE MADE THEIR REVIEW AND IF THE <br />HOMEOWNER DISAGREES HE CAN APPEAL AND THEN GO TO THE <br />COUNTY BOARD ON JUNE 15TM. MOTION CARRIED 5-0. <br /> <br />Robert Hillman, 10712 184th Avenue, Parcel Identification Number 75-681-0210 <br /> <br />Mr. Hillman is looking at a 2003 assessed value of $303,400 and now it's at $321,600. This is <br />the fLrst time that he is seeing that his assessed value is the same as his market value. In his <br />opinion most cities are assessing homes at around 77% to 80%. He stated that his home <br />and others are being assessed at retail value. <br /> <br />Deputy Assessor Holmgren stated that this home, the first in the new development <br />neighborhood to be sold, was purchased for $280,000. Since then the homes have sold at <br />$320,000+ and currently at $350,000+. <br /> <br />Assessor Kritzeck feels that this is a fair assessment. <br /> <br />MOVED BY COUNCILMEMBER TVEITE AND SECONDED BY <br />COUNCILMEMBER DIETZ TO LEAVE THE ASSESSED VALUATION <br />WHERE IT IS FOR THIS PROPERTY. MOTION CARRIED 5-0. <br /> <br />Bob Hoffman, 22390 Grant Street N.W., Parcel Identification Numbers 75-101-2200 <br />and 75-101-2400 <br /> <br />Mr. Hoffman has 123 acres with a total value of $812,700 in estimated market value. <br />Buildings at 407,000; house $315,100; site value of $73,000 (includes the well and septic). He <br />is questioning the site value. This is an allocated value based upon the value on it. He stated <br />he is comfortable with what has been explained with the exception of the $73,000 on the <br />site. <br /> <br />Assessor Kritzeck stated that dais is an improved site versus an improved land. The owner's <br />property can't be agriculture without calculating it this way. It was his recommendation to <br />leave the assessed value as set. <br /> <br /> <br />
