\,4 •ty of Item# 7b <br /> � MEMORANDUM <br /> 1k RiverTO: Park and Recreation Commission <br /> FROM: Stephen Wensman, Planning Intern <br /> DATE: June 10, 1998 <br /> SUBJECT: Gagne Park <br /> Classification <br /> Community / Neighborhood park <br /> Description <br /> Gagne Park is partially wooded 48.27 acres with two level open field areas; <br /> one recently farmed. The park is accessible from the North off Waco Street, <br /> and borders the Elk River on the South and touches the Elk River in the <br /> • North East. Currently several homes along the Elk River use park property <br /> to access their homes. The homes have a platted easement for vehicle access <br /> off park property; however it is undeveloped and. Also found within park <br /> property is storage of junk cars and other debris. <br /> Most of the site is in the flood plain that restricts how it may be used. The <br /> Southern most open field and part of the Northern, are in the flood plain and <br /> cannot have permanent structures. Any temporary structures would have to <br /> be removed in times of flood. <br /> The open field areas in flood plain are well suited for soccer or baseball fields. <br /> Part of the Northern open field area is above the flood plain and is suited for <br /> structures, such as a picnic /restroom facility, concessions, and a rental <br /> facility and children's playground. The remaining wood land areas provide a <br /> buffer and could be used for walking and viewing the river. <br /> The forests' species most prevalent include Elm, Basswood, Ash, Hackberry, <br /> Cherry, Hawthorne, Gray and Pagoda Dogwood, Arrowwood Viburnum, <br /> Prickly Ash, Rose and lots of Poison Ivy to name a few.
