Site Issues <br /> • Pedestrian and auto access <br /> • Access to existing homes off Waco <br /> • River access <br /> • Poison Ivy Removal <br /> • Flood plain restrictions <br /> Attachments <br /> • Parks Master Plan <br /> • Aerial photo of the site <br /> Concept A <br /> This concept explores the opportunities of an expanded park to include the <br /> properties to the East and South owned by Richard and Yvonne Freitag, and <br /> Gary Westerlund respectively. These properties are landlocked and only <br /> accessible through the city park or by river crossing. These two properties <br /> would provide greater and continuous river access along the south and <br /> eastern edges of the park increasing recreational opportunities. Furthermore, <br /> Gary Westerlands property South of the Elk River and North of Highway 10 <br /> • could provide a badly needed southern access point and a parking lot. <br /> Currently there are abandoned bridge footings in the river that might be <br /> reused as a pedestrian bridge if in good condition and the DNR has no <br /> objections. <br /> The main park entrance is at the end of Waco Street and terminates into a <br /> culdesac with parking and a canoe launching area. The open space to the <br /> North contains ballfields, picnic facilities, restrooms, parking and a paved <br /> trail looping around it. <br /> The Southern open space contains a prairie for walking, picnic facility, and a <br /> paved trail that acts like as a spine through the park from the North <br /> entrance and parking to the Southern bridge entrance to the park. <br /> Around the prairie open space is a walking trail with benches and areas for <br /> canoeists to pull up on the banks of the Elk River to picnic and rest. The <br /> walking trail continues to the East and loops through the woods and along <br /> the Elk River. <br /> An expanded Gagne Park could serve as an upstream boat/canoe launching <br /> site with rental services, concessions, and stream side picnicking. Just <br /> • beyond this site down stream is Harris Island Park that could be a more <br /> \shrdoc\planning\stevewen\parkmmo\gagne.doc <br />
