MEETING OF THE ELK RIVER ICE ARENA COMMISSION <br /> HELD AT THE ELK RIVER CITY HALL <br /> TUESDAY, APRIL 1, 1997 <br /> Members Present: Chair Dale Martin, Ron Johnson, Larry Farber (6:18), Jeff Asfahl,Tom <br /> Kupka and Jeff Gongoll <br /> Members Absent: Dave Taus <br /> Staff Present: Rich Czech, Ice Arena Manager; Pat Klaers, City Administrator; Cliff <br /> Skogstad, Building Official <br /> Also Present: Pat Barnett, Construction Manager, Mortenson <br /> 1. Call Meeting To Order <br /> Pursuant to due call and notice thereof, the meeting of the Elk River Ice Arena <br /> Commission was called to order at 6:15 p.m. by Chair Martin. <br /> 2. Consider Agenda <br /> COMMISSIONER GONGOLL MOVED TO APPROVE THE APRIL 1, 1997, ICE ARENA <br /> COMMISSION AGENDA. COMMISSIONER JOHNSON SECONDED THE MOTION. <br /> THE MOTION CARRIED 5-0. <br /> 3. Consider March 4, 1997, Commission Minutes <br /> COMMISSIONER ASFAHL MOVED TO APPROVE THE MARCH 4, 1997, ICE ARENA <br /> COMMISSION MEETING MINUTES. COMMISSIONER GONGOLL SECONDED THE <br /> MOTION. THE MOTION CARRIED 5-0. <br /> 4. Open Mike <br /> No one appeared for this item. <br /> 5. Construction Project Overview <br /> Construction Manager Pat Barnett from Mortenson, and City Building Official Cliff <br /> Skogstad were present to discuss the ice arena construction project and <br /> remaining outstanding issues with this construction project. Specific items <br /> discussed included the paving dispute between the city and contractor, the soils <br /> claim (which the city is not part of), the work by commercial refrigeration, the <br /> condensation on the inside of the new rink (a mechanical subcontractor issue), <br /> remaining work on the bleachers, the status of the roof and the leaks, the desired <br /> changes in the ice melt pit, the confusion over the design of the heating and <br /> sprinkling systems in the locker/changing rooms, and the outside fencing work <br /> that remains for this spring. Additionally staff was directed to investigate the <br /> situation with the doors leading to the upstairs of the new arena. The Commission <br /> also had questions about the heating in the walkway area between the rink and <br /> 411 the Zamboni room. <br />
