Land Use Cases: <br /> 1. Trott Brook Farms <br /> Grading has begun on the project. A pre-construction meeting was held on site on <br /> Wednesday, July 28, 1999. They will begin installing utilities under what will be Trott <br /> Brook Parkway on August 2, 1999. The topsoil was stripped from the park area and <br /> stockpiled in order to allow the contractor to complete the necessary fills in the park. <br /> They are using some of the less suitable soils for the fills. <br /> 2. Administrative Subdivision:AS 99-5, Gerald Sneft <br /> • Mr. Sneft is proposing to split his property at 22300 Jarvis into two lots, one of which will <br /> be buidable. The City will collect $1300 in park fees from this request as required by <br /> the ordinance. Mr. Sneft's request has been postponed indefinitely until he submits <br /> wetland delineation. <br /> 3. City of Elk River/Elk River Country Club Land and Easement Exchange <br /> An update memo will be provided to the Commission at the meeting. Staff is meeting <br /> with the City Attorney regarding the legal documents on August 6, 1999. <br /> B. Park/Trail Developments <br /> 1. Construction, Railroad Trail <br /> Staff reviewed the Commission's request to return the railroad trail to its original grade <br /> in the area of the water tower prior to paving. Unfortunately, the amount of soil <br /> removed (5,000 cubic yards) made the correction cost prohibitive. A minor amount of <br /> filling did occur, after the transitions from the grade to the excavated portion were <br /> improved. The remaining grade will remain as it is, with no changes. <br /> A separate road will also not be built to the water tower for the utilities. There was not <br /> adequate room between the trail and the wetland to construct a second road without <br /> 13065 Orono Parkway • P.O.
