We will continue to search for an access to the water tower from the <br /> north and east as those properties develop. <br /> 2. BMX Facility <br /> Staff has provided the BMX organizers and the City Attorney with a copy of the lease <br /> agreement. We are waiting for the BMXers to provide the necessary items needed for <br /> approval of the lease by the City Council. <br /> 3. Community Recreation <br /> At the July 19, 1999 City Council meeting, Councilmember Motin provided the Council <br /> with and update regarding Community Recreation (see attached memo from the City <br /> Administrator). At the meeting, Councilmember Motin polled the Council as to the <br /> direction they would like to see pursued. It appears that the concensus was to continue <br /> to make the Joint Powers Agreement work for at least another year. The second <br /> favorite option was for Elk River to pursue its own recreation department. The Mayor <br /> spoke in favor of allowing Community Education to operate the recreation programs. <br /> 4. Wetland behind Bus Company <br /> • Staff investigated the wetland behind the bus company, and found no evidence of <br /> wetland filling. The owner, however, did receive a permit to fill the small wetland in front <br /> of his building. It appears that he is moving dirt on site. <br /> 5. Recreation Briefs <br /> The attached articles appeared in the Elk River Star News. <br /> • <br />
