City of <br /> Elk - Request for Action <br /> River O. <br /> To Item Number <br /> Mayor and City Council 8.1 <br /> Agenda Section Meeting Date Prepared by <br /> Consent August 18, 2014 Justin Femrite, City Engineer <br /> Item Description Reviewed by <br /> Memorandum of Understanding for Landfill Cal Portner, City Administrator <br /> Leachate Treatment and Biosolids Disposal Reviewed by <br /> Action Requested <br /> Approve,by motion,Memorandum of Understanding (MOU) with Waste Management of Minnesota, <br /> Inc. detailing the steps necessary for treating landfill leachate and disposing of biosolids. <br /> Background/Discussion <br /> The MOU documents the intent of the parties to work toward two common goals: <br /> Goal 1 —Conveyance of Waste Management's landfill leachate to the City of Elk River Wastewater <br /> Treatment Facility (WWTF) for treatment and disposal. <br /> Goal 2—Transport and disposal of municipal biosolids from the City of Elk River WWTF to Waste <br /> Management's Elk River landfill. <br /> Waste Management is seeking a long-term solution for the handling and treatment of leachate from their <br /> landfill located in Elk River. Limited options currently require hauling the leachate to a distant <br /> Metropolitan Council facility for treatment. <br /> We are in the process of upgrading the main treatment processes at the WWTF which,in concept,would <br /> allow for the primary treatment of the leachate. The solids waste stream (biosolids), after the upgrade of <br /> our facility,will be transportable by truck and suitable for disposal in a landfill. We are seeking a long- <br /> term solution and are proposing to work with Waste Management on this disposal option through the <br /> MOU. <br /> The steps to completion are detailed in the MOU.
